Minutes of a meeting of the Winthorpe-with-Langford Parish Council.

Held in the Village hall on Thursday 16 September 2010 at 7.30 pm.

44/10 Declarations of interest: No Declarations of Interest given.

 

It was resolved to suspend the meeting temporarily to hear the views of the Environment Agency representatives on the proposed Planning Application No. 10/01010/FULM.  Mr J Rawlinson outlined the excavation of a 0.8 hectare pond adjacent to the River Trent at Winthorpe Rack with removal of spoil to Winthorpe Lake on land adjacent to River Trent, Holme Lane, Winthorpe.

 

A number of questions were raised and a general discussion followed.

 

The Chairman thanked Ms Kapor, Mr Rawlinson and Mr Ward for attending the meeting. 

Hestor Kapor agreed to clarify the questions raised and provide an answer to these before the next meeting.

 

The meeting was re-opened.

46/10  Matters arising from the minutes:

 

Minute Ref. 38/10 a Proposed Burial Ground. – DC Mrs M Dobson reported that the change of use application was unanimously approved at a recent Planning Committee meeting held at N&SDC

Allotments – The transfer documents for the land exchange had been signed and transaction legally completed.  Mrs F Kelly, Parish Council Solicitor is to approach the ‘tenant’ who keeps horses on the field on Holme Lane.  Mrs F Kelly has written to Stewart Trust lawyers to establish the legal detail of tenancy.

Minute Ref. 38/10c Tree Preservation Order of trees – Gainsborough Road, Winthorpe

The Clerk reported that she had spoken to Mr M Catchpole, Tree and Woodland Officer at N&SDC, who stated that to start the initial process to TPO any trees on Gainsborough Road,  a map showing detail and list of any proposed trees to be put forward to the N&SDC for consideration for TPO’s is required.

It was resolved that two members of the Council (Mr S N Jackson and Ms S Masheder) will undertake this task.

 

Minutes Ref.38/10d Emergency Plan – Subcommittee comprising of Mr M Casterton,

Mr G Thompson and Mr S N Jackson, to meet and discuss information received, and then a draft Emergency Plan will be prepared.

 

Minute Ref. 40/10 Re. Application for 'spot' listing of Windrome Cottage, Drove Lane, Langford.

It was reported that English Heritage had visited the site and an application for ‘spot listing’ of Windrome Cottage had been applied for.

It was noted that railings had been placed around the site. It was confirmed by DC Mrs M Dobson that this was to deter any vandalism.

 

Re. Site meeting with Neal Beard to view and discuss proposals for future gravel extraction extending to Langford and Holme village.

Clerk to contact Mr Beard to arrange a site meeting with members of the Parish Council.

 

47/10 Newark Area Housing Strategy

The Chairman read out a letter printed on the ‘News views’ section, in an issue of the Newark Advertiser.  The content of the letter referred to the lack of public consultation on the Growth Point for Newark,, which is included in the Core Strategy and the recent decision taken by the present Government for councils to ignore the contents of Regional Strategies, which the DC would appear not to have done and is still pursuing the Growth Point concept. Although the letter advised any objectors to write to the Secretary of State, members felt it more appropriate to write the Inspector or the Programme Officer at Kelham Hall and ask for it to be brought before the Inspector, as there was an examination of the Core Strategy to take place in November.

Following a discussion, it was proposed by a majority of 8 to 1 to take the above action

48/10 Letter regarding preservation of church stone tablet and pinnacle.

Letter received from resident was readout out, asking for consideration for the preserving of a church stone tablet and pinnacle, now lying in the church yard and deteriorating.

Following a discussion, it was resolved that a more appropriate place for these items would be in the Church, which would protect them from the elements.  The Chairman offered to speak to

Ann Stone, Secretary to the Parochial Church Council on this matter.

 

49/10 Invoices for approval: - No payments made

 

50/10 Planning Applications:

a)         P/App. No. 10/00181/FULM.

 by N Wells for proposed creation of a 1.8 hectare conservation pond, land adjacent to the River Trent on Holme Lane, Winthorpe.

            As previously discussed and agreed.

 

P/App. No 10/1104/FUL by for erection of a single storey side extension to house at Langford Moor, Drove Lane, Coddington.

 No Objection.

 

 

 

N&SDC Notification of approval of listed building consent regarding Planning application No. 10/877/LBC for insertion of French windows etc Langford Hall, Langford.

 

N&SDC Notification of appeal relating to 10/00523/FULM.  M and J Haulage had now lodged an appeal against refusal to allow use of part of old runway to store and handle British sugar topsoil and related products at land at Newark and Nott’s showground, Lincoln Road, Winthorpe. This will be heard at Kelham Hall on 1 December 2010. – Noted.

 

 

51/10 Correspondence:

NCC – Letter received on the launch of ‘The Big Budget Conversation’ regarding the County Council’s need to find £150m in savings over the next three years.  This focused on asking for feedback from residents, partners and employers in the early stage of the budget planning process.

Resolved to place this in the Focal Point

N&SDC – Devolution of Power to Parish/Town Councils (an agenda item at Parish Councils Conference to be held on 8 November 2010) – copy to be circulated to all members

 

52/10 Any other business:

Detail of a proposed Public meeting to inform parishioners on latest developments regarding Burial Ground and Allotments and other related matters discussed.  A suggested suitable date for this meeting was early to middle of November.  Mr G Thompson agreed to present this to villagers on behalf of the Parish Council.
