 Minutes of a meeting of the Winthorpe-with-Langford Parish Council.

Held in the Village Hall on Thursday 21 October 2010 at 7.30 pm.

55/10   To meet the newly appointed Head of Planning Services at N&SDC

     - Mr Colin Walker

Mr C Walker gave a brief update to the meeting on present planning issues and possible changes within the planning system.

 

Following a short question and answer session, the Chairman thanked Mr C Walker for attending the meeting.

57/10  Matters arising from the minutes:

 

Minute Ref. 46/10 a Proposed Burial Ground. – ongoing

Allotments: As this matter was now nearing completion, members felt that initial preparations should be made for the formation of an Allotment Association, which would entail legal requirements i.e. setting up of constitution etc. with a stipulation that a member of the Parish Council sits on the committee.

 Public meeting to be held at Winthorpe Community Centre for 15 November 2010 at 7.30 pm where villagers in attendance, will be advised, through a presentation to be given by Mr G Thomspon, of actions the Parish Council has taken and the latest developments regarding Burial Ground/Allotments land and other related matters.

 

 Minutes Ref. 46/10b Adoption of Phone Box – Langford – progressing.

 

Minute Ref. 46/10c Tree Preservation Order of trees – Gainsborough Road, Winthorpe. It was reported that the two Members had met and list of trees identified, which is now to be typed and circulated for a future meeting.

Minute Ref. 50/10. P/App. No. 10/00181/FULM by N Wells for proposed creation of a 0.8 hectare conservation pond, on land adjacent to the River Trent on Holme Lane, Winthorpe.

 

The Chairman reported that a Planning Officer at District Council had visited the site and had stated that there were no planning reasons why the application could be refused by the District Council.

DC Mrs M Dobson reported that the application was to go before the Planning ~Committee of the District Council to be held on 9 November 2010.

 

Response received from Mr J Rawlinson, which had also been sent to District Council, was read out to the meeting and the contents of the letter were noted.

 

 

 

Minute Ref. 48/10 Letter regarding preservation of church stone tablet and pinnacle.

The Chairman reported that Ann Stone, Secretary to the Parochial Church Council had spoken to Reverend Milner, who was not supportive of placing the items in the church. The Chairman agreed to speak directly to Rev. Milner to ascertain if there were any specific reasons as why the items could not be placed in the Church.

 

58/10  N&SDC – Devolution of Powers Parish/Town Council – (documents circulated previously)

The document, members commented, raised a lot of questions.  Taking on jobs that required expertise was, members felt, beyond the Parish Council in many cases, but services such as grass cutting or minor tree works could be considered. 

It would depend what was included in the proposed legislation, which at this moment was unknown.

 

59/10       Queen’s Diamond Jubilee – 2012


The Government had set aside days as a Public Holiday for the first week end in June of 2012. The Chairman hoped that the village would celebrate the Queen’s Diamond Jubilee, which could perhaps, it was suggested, be celebrated in conjunction with the village festival.  It was agreed to approach the Festival Committee and a small working group could be set up to organise celebrations.  Ms Masheder agreed to speak to the Chairman of the Festival Committee, whilst the Chairman agreed to approach Rev. Milner about the date of when the Diamond Jubilee Year officially commences on February 6 regarding a special Sunday Service.

Names put forward for working group – Mr Aldridge, Mr Wright, Mt Thompson and Mr Jackson, with Ms Masheder on the Festival Committee.

Clerk asked to clarify:

Estimated costs of an election and how much money was in the contingency fund.  To be discussed further at the next meeting.

61/10 Planning Applications

No Planning Application received.

 

62/10 Correspondence:

Leaflet received regarding Wickstead Annual Play Area Inspection.

Clerk asked permission to organise the Annual Inspection of the play area/equipment on the cricket ground Recreation area in the village.  It was resolved that if the price remained the same as the year before, then the Inspection be arranged.  Clerk to liaise with Mr Foden of the Community Centre as previous years, and arrange a joint Inspection.

 

 

63/10 Any other business:

The Chairman reported that the Cricket Club had advised that for the moment, due to poor finances, they had had to defer indefinitely putting a roof on the Pavilion at the Cricket Club ground, – noted.

It was suggested this could also be raised at the public meeting on the 15th November 2010.

 

Re. Neighbourhood Watch meeting.

Mr Aldridge reported details of a meeting he attended and referred to an offer made at the meeting by Nottinghamshire County Council, of free 5 x 25 kg salt bags for use in the village during bad winter conditions. Agreed. Also option of whether to purchase Grit Bins and further salt/sand bags. – noted.

 

Mr D Aldridge asked if the 7.5 tonne weight restriction on the rest of Drove Lane was in place.

DC Mrs M Dobson reported that this had gone through the system but was now in the hands of AMScott who were handling the implementation side of things for the Highways Agency.
