67/08 Matters arising from the Minutes
Minutes No. 52/08 a Repair and renovation of Priest stone and plinth – Works now completed.
CC Mr V Dobson presented to the Parish Council a cheque for £500.00 out of the Community Fund, towards the cost of the project. The Chairman thanked CC Mr V Dobson.
The Chairman informed the meeting that Rev. D Milner had expressed that he would like to bless the Stone. The Headmaster from Winthorpe Primary School would like the children to be involved. It was resolved for a date in early November – this is to be confirmed, with an article to be placed in Focal Point. Invitations to be sent to local dignitaries.
Minute No. 52/08 b Refurbishment of Village Sign – Action: Ongoing
Minute No. 52/08 c Grass cutting – Winthorpe – Matter completed
Minute No. 52/08 d Proposed new burial ground, Winthorpe. Action: Meeting to be held at N&SDC. During legal process, PC will have to challenge ownership re. Covenant - legal advice to be sought.
Minute No. 52/08 e Review of Standing Orders – Matter ongoing
Minnute No. 60/08 Condition of Chapel Lane, Winthorpe.
E-mail received from NCC queried the contribution made by the residents of Chapel Lane to make the road up.
It was resolved that the Clerk contact Mr A Stewart of Chapel Lane to clarify this query.
It was reported that only part of the road was adopted, with verification of this fact held by CC Mr V Dobson.
68/08 Grass cutting – Winthorpe Parish – Dealt with previously
69 /08 Invoices for approval:

Quote for pollarding of Willow Tree on Holme Lane received from Heartwood Treecare for £260.00 accepted.
70/08 Planning Applications: None received.
The Chairman reported that due to the fact that certain areas of the Conservation Area Appraisal were not completed during the consultation process, in due course the Parish Council will be receiving notification that the village is to be formally consulted for these areas to be included in the Conservation Area Appraisal.
The Chairman reported that from the Public Meeting held to discuss the Strategic Housing Land Availability Assessment, Mr Peter Foden had completed a plan showing areas of who owns land within the village. This had been placed on file.
The Chairman read out an e-mail received from Mr T Cooper, Agent for the Stewarts Trust stating that the Agent had heard nothing further from the Trustees regarding their Holdings in the village.
Update on Notification from NCC on ownership of hedge lay-by/Thoroughfare Lane to be sided during half term holidays. NCC confirmed that ownership had been established.
The Chairman reported that tree work due to overhanging branches was shortly to take place on Holme Lane following phone call from parishioner to NCC. When work is to be carried out, road may be closed.
NCC - Notification of temporary closure of Gainsborough Road from 7.00 hrs Monday 20 October until 16.00 hrs Wednesday 22 October for drainage /sewer works.
71/08 Winthorpe Parish Trust – transfer of land documents for signature
The Parish Council confirmed that the land on which is rented to Winthorpe Community Centre on a long lease was to be transferred to the Winthorpe Parish Trust, as previously agreed.
72/08 Correspondence
N&SDC – Notification of Parish Councils Conference on Monday, 10 November 2008. Mr Alrdige, Mr Casterton and Mrs Waters to attend.
N&SDC Local Development Framework Key Decision for Core Strategy. Comments to be received by 17 November 2008.
Members: Mr Aldridge, Mr Casterton and Mr Thompson to read document, then get together for a response to DC.
EMDA – Spatial Strategy document – Mr McClymont gave a very comprehensive report on this document, comments passed to Mr Aldridge. The Chairman thanked Mr McClymont for his contribution on making comments on the Spatial Strategy..
73/08 Any Other Business
The Chairman reported that he had been approached by Mr P Day of Farndon regarding a petition calling for the option of holding a Referendum on the Growth Point. Sheets for signature were distributed to members at the meeting.
The Chairman reported that he had received a complaint regarding dog mess on Gainsborough road. It was pointed out that more specific information was required before any action could be taken.
