Minutes of a meeting of the Winthorpe-with-Langford Parish Council.
Held in the Village Hall on Thursday 18 November 2010 at 7.30 pm.

66/10 Matters arising from the minutes:
Minute Ref. 57/10 a Proposed Burial Ground. –
The Chairman gave a verbal résumé of the Public meeting and thanked Mr G Thompson for his very informative presentation to the meeting outlining all the background information and all the options considered and investigated by the Parish Council to the present time. In view of the residence opinion 3spressed at the Public Meeting (57 for and 7 against) Members unanimously agreed to proceed with the acceptance of the offer of the piece of land on Hargon Lane from the District Council, to be used as a village Burial Ground
It was noted that at some future point the fixing of fees/burial charges will have to be discussed
Allotments: The Chairman updated members regarding the position of the tenancy on the land proposed for the allotments. It was established from an e-mail received from Solicitor Frances Kelly, that only one months notice is required to the tenant to end the grazing agreement. It was appreciated by members that a lot of preliminary/preparatory work has to be carried out to make the allotments ready; supplying of water, ploughing of field to make ready for allotment holders, etc. The Chairman reported that he had received confirmation from the District Council that a change of use from agricultural to allotment use does not require planning permission. If any kind of buildings (i.e. greenhouse/shed) were required however, this would require planning permission from the District Council.
Minutes Ref. 57/10b Adoption of Phone Box – Langford – progressing.
Minute Ref. 57/10c Tree Preservation Order of trees – Gainsborough Road, Winthorpe. It was noted that there was a possibility of Parish Councils taking over duties from District Council for the approval of light pruning tree works..
Minutes Ref: 57/10d Diamond Jubilee – Village Festival.
Mrs Masheder reported that the Festival Sub-Committee were quite happy to work with the Parish Council, in arranging these celebrations. The Parish Council to write to the School to see if they would also like to become involved.
Minute Ref; 57/10e – Church Stone Tablet and Pinnacle. The Chairman reported that he was going to write to the Newark Millgate Museum. – ongoing
Minute Ref. 57/20f – Wickstead Annual Play Area Inspection. Inspection had taken place, and we were waiting to receive report which will be passed to Mr Hope of the Recreation Committee.
Minute Ref. 50/10. P/App. No. 10/00181/FULM by N Wells for proposed creation of a 0.8 hectare conservation pond, on land adjacent to the River Trent on Holme Lane, Winthorpe.
Mr Casterton asked if it had been taken into account, whilst digging the pond, for the underground drainage culvert which ran from the top of Holme Lane/Railway line into the River Trent via a flat valve. It was resolved to write to District Council making them aware of these facts.

Clerk asked to clarify:
Estimated costs of an election - £400.00 – members asked for confirmation of this amount from District Council in writing. (Subsequently District Council advised the Parish Council to allow £600 for this cost)
Contingency amount – in excess of £1000.00
Grasscutting allowance for extra cuts required due to land exchange to be factored into budget.
Clerk to finalise budget and bring to next meeting.

68/10 Planning Applications
NCC for: Variation of condition 37 of planning permission 3/17/88/0417 to amend final restoration plan at Langford Low fields Quarry, Newark.
Following answer from Officer at NCC on queries raised the Council supported this application.
69/10 Correspondence:
N&SDC – Community Infrastructure Document – passed to Mr McClymont
70/10 Any other business:
Mr McClymont asked if the Parish Council could write to the Highways Agency regarding the re-painting of the white lines on the two roundabouts –A17/A1 south and A46 and A46/A1 north, as he felt they were hardly visible.
