Minutes of Winthorpe-with-Langford Parish Council Meeting.

Held in the Village Hall on Thursday, 15 May 2008

Present:

12/08 Apologies for absence were received from the following member, with explanation and accepted:

13/08     Election of Chairman

The Clerk took the Chair and invited nominations for the position of Chairman.  Mr Jackson was proposed by

Mr Aldridge, and seconded by Mr Allen.  There were no other nominations and Mr Jackson was re-elected unanimously.

 

14/08     Election of Vice Chairman.

Mr Jackson took the Chair and invited nominations for Vice Chairman.  Mr Allen was proposed by Mr Thompson and seconded by Mr Wright.  There were no other nominations and Mr Allen was elected unanimously.

 

15/08.    Declaration of Interest

No Declarations of Interest given.

 

16/08.    Nominations of representatives on outside bodies

Mr Stewart and Mr Casterton had confirmed that they were happy to continue to represent the Parish Council on the Winthorpe Community Centre Board of Trustees.  Mr Stewart was confirmed as the Chairman of the Parish Council’s Special Events Sub-Committee for 2008/9.

Mr Aldridge confirmed that he would continue to represent the Parish Council on the Newark & Sherwood Safety Partnership.

 

17/08       To Receive and accept:

a)      Minutes of meetings held on 17 April 2008.

These were accepted as a true record and signed by the Chairman.

 

18/08        Matters arising from the Minutes:

Minute No. 4/08 a Repair and renovation of Priest stone and plinth – Invitation sent out to contractors to quote for works. Action:

All Quotes received read out to the meeting.  Quote for the Stone from R M H Eaton for £1233.75 including VAT.  Cost of haulage to site maximum of £165.00 + VAT

DC Mrs M Dobson informed the meeting that she was due to meet with Mr D Bullen, Conservation Officer, DC and agreed to make enquiries regarding the possibility of applying for grants for this work on behalf of the Parish Council.  Members asked if Mr Bullen could peruse the quotes and advice the Parish Council, it was agreed to wait for the comments from Mr Bullen before making a final recommendation at the next meeting.

Minute No. 4/8b Refurbishment of Village Sign – Matter progressing

Minute No. 4/08c Grass cutting – Winthorpe Action:  Mr Aldridge still waiting to be contacted by Mr J Shaw, Officer from CC.  Resolved to write to Chris Charnley, Highways Manager at NCC on the matter.

Minute No. 4/08d Proposed New Burial Ground – Winthorpe – Action:  The Chairman informed the meeting that land on Holme Lane; because the water table was too high, burials on this land will not be permitted by N&SDC.  The Parish Council had written to the Stewart Trust regarding land in and around the village which could be used as a burial ground.  Initial comment received from Agent Mt T Cooper, is that the family are sympathetic but the holdings of the Stewart family are at the moment being reviewed.  Members felt that all the parishioners in the village should be consulted on this matter as it was such an important issue, but it was resolved to wait until a response from the Stewarts had been received.

Minute No. 4/08 d  Re P/App. Nos 08/00235/OUTM and 08/00236/OUTM by DSG Retail Ltd for proposals at South Airfield Farm, Fosse, Road, Winthorpe.

DC Mrs M Dobson reported that she had spoken to Mr Evans, Head of Planning Services conveying concerns of Coddington and Winthorpe Parish Councils on these applications, but no decision had, as yet, been made on the applications.

 

19/08     Review of Standing Orders. Still ongoing.

 

20/08     New Burial Ground – dealt with under Minute No. 18/08 – 4/08d

 

21/08     Invoice for approval.

D Lyne – grass cutting in village                                                                                                                       £146.88

(It was resolved to ask D Lyne to cut triangular piece of grass at Winthorpe Cricket Club)

22/08     Planning Applications: No Planning applications received.

 

 

 

 

 

23/08     Correspondence:

Note received from Mr A Stewart, Chairman of Summer Events Comm. informing members of a meeting to be held on 28 May 2008, 7.30 pm in the Community Centre to discuss the Summer Festival.

Notification from Nott’s CC of Civic Service to be held on 13 July 2008 at Southwell Minster.  As the Chairman could not attend, it was resolved to ask Mrs A Stone if she could attend.

Notification of Building Better Communities event by Nott’s CC to be held on 17 June 2008 – details noted.

Notification from Clement Keys, WPC Auditors, of date for audit of WPC accounts by 18 August 2008 – noted.

 

 

24/08     Any other business:

Re Recent Safer Neighbourhood Group Meeting held in Winthorpe on 6 May 2008.

DC Mrs M Dobson conveyed her disappointment at the lack of attendance by parishioners/members at this meeting, which was held in the Winthorpe Community Centre.
