Minutes of Winthorpe-with-Langford Parish Council Meeting.
Held in the Village Hall on Thursday, 18 March 2010

4/10 Matters arising from the Minutes:
Minute Ref. 91/09 a Proposed Burial Ground – Winthorpe – exempt item
Minute Ref. 91/09 c Exchange of fields – exempt item
The Council are invited to resolve –
That under Section 100(a) 94) of the Local Government Act 1972, the public be excluded from the meeting at this point for as designated in paragraphs 8, 9, and 12 of Part 1 Schedule 12A of the Act, by reason of the confidential nature of the business to be transacted regarding the matters above.
It was proposed by Mr Wright, seconded by Mr Thompson to approve the above resolution. Vote Unanimous
Provision of Allotments in Parish – Mr I Wilson reported outcome of meeting held with prospective allotment holders and Miss Lambert, Officer from NCC under the Local Improvement Scheme. He had since contacted various organisations for advice, and would in time create an Allotment Association, with liaison/involvement with the Parish Council. DC Mrs M Dobson advised members of the Parish Council to meet with the prospective allotment holders, at an appropriate time, to progress the requirements needed to form an Allotment Association. Mr Wilson passed to the Clerk a photographic copy of an Allotments project from initial stages to completion under the NCC Building Better Communities Scheme. Clerk to scan and copy for file.
Mr I Wilson left the meeting at this point.
Minute Ref. 91/09 d Resurfacing of Chapel Lane, Winthorpe – CC Mr V Dobson reported that he had spoken to Officers from NCC Environment about the urgency of the need for Chapel Lane to be resurfaced.

5/10 – Invoices for approval – No payments made.
6/10 Planning applications
P/App, No. 10/00236/FUL Mr & Mrs Debbie & Dutch Holland for replacement dwelling including garage and home office at .Low field Farm 111 Gainsborough Road, Langford
No Decision made - due to queries with regard to inaccurate information given on application form regarding possibility of commercial activity on the site. DC Mrs M Dobson agreed to look into this on behalf of the Parish Council.
Notification received from Tyco Electronics regarding an upgrade to the present Vodafone Base Station installation at The Friendly Farmer, Winthorpe. The equipment would be replaced and would have no further visual impact upon the surrounding area.
No Objection.
7/10 Correspondence
A Letter of support was received from two parishioners living Branston Close, Winthorpe in support of the land off Hargon Lane, being used either for allotment or a Burial Ground.
NCC Environment Dept. – Notification of Temporary Road Closure on Sunday 11 April 2010 on 08:00 until 14:00 hours for essential level crossing works at Langford Level Crossing, Holme Lane, Winthorpe.
NCC Notification of County Council Civic Service 2010 on Sunday 27 June 2010 at 3:00 pm at Southwell Minster.
Mr. & Mrs B Wright to attend.
8/10 Any other business
Letter received from Mr Foden, Secretary of Winthorpe Community Centre (WCC) regarding representation from the Parish Council on the Board of Trustees who would be re-elected at the next AGM of the WCC. Mr Casterton stated that he would not be standing for the forthcoming year, Mr G Thompson agreed to stand in place of Mr Casterton, plus also (to be confirmed) Mr A Stewart.
NCC Local Improvement Scheme funded by NCC inviting Town and Parish Councils the offer of a seat or a metal notice board within the Town or Parish free of charge. Maintenance will be the responsibility of Parish.
After discussion, it was resolved to apply for a seat to be placed on ground near to the Priest Stone on land on edge of Chapel Lane, Winthorpe..
Mr Allen reported problems of traffic congestion on Drove Lane and surrounds due to lack of traffic Management/police presence at a recent event that had taken place at the Newark Showground.
It was resolved to write to Mr A Johnson brining the concerns of the Parish Council to his attention
