112/09 Matters arising from the Minutes
Minute No. 102/09 a Refurbishment of Village Sign: Ongoing
Minute No. 102/09 b Re. Burial Ground – After visiting the site of the proposed Burial Ground, the Chairman reported that he felt the quality of the soil was very poor and would not be suitable for allotments. Other sources of land within the village for allotments were put forward. Viability of these is to be investigated.

113/09 Proposed Langford Conservation Area
This was formerly proposed within the recent Winthorpe Conservation Area Appraisal, but was not pursed because feedback from consultation by members with parishioners in the village was negative, but due to recent planning applications on listed buildings/ Barns etc., in Langford, it was felt that this decision should be reconsidered.
It was resolved: the meeting agreed that the Parish Council are in favour in principle; but consultation through canvassing with local residents of Langford by members should be carried out, feedback to a future meeting.
114/09 Winthorpe Gala Day – July 18 2009
Letter received from the Organisers of the Gala Day informing the Parish Council that in addition to the usual activities, planning is underway to organise an evening event – a live dance with singers and a bar to sell alcohol. As the committee/organisation of the event was officially under the ‘umbrella’ of the Parish Council, it would be the Parish Council who would need to apply for a Temporary Event Notice (TENS) Licence for the sale of alcohol. Mr P Foden, had indicated in the letter that he would be willing to act as nominee on behalf of the Parish Council, and apply for this Licence. Members unanimously agreed to nominate Mr P Foden to act on behalf of the Parish Council and apply for the TENS Licence
115/09 Winthorpe P.P.T. – Winthorpe Village Trust
The Chairman confirmed the completion of the transference of all land (previously registered with Winthorpe P.P.T) into the ownership of the Winthorpe Village Trust.
(This completes the resolution made at meeting of 21 February 2008)
It was agreed that this item is to be placed on the agenda of the May meeting; in the meantime the Chairman asked if members could suggest parishioners who would be willing to become a trustee on the Winthorpe Village Trust.
116/09 Winthorpe Community Centre – Appointment of Representatives
Letter received from Mr P Foden, Secretary to W.C.C.Com. regarding the reappointment of two representatives at AGM of WCCCom. – Mr M Casterton and Mr A Stewart.
Mr Casterton confirmed that he was willing to stand for a further term; confirmation is required from Mr A Stewart. Mr Casterton confirmed that if he could not attend any meetings of the Committee, Mr Stewart would report any relevant issues to the Parish Council.
117/09 Verbal Report from meeting held with Newark & Nott’s Showground Agric. Society, N&SDC, Winthorpe with Langford PC and Coddington PC regarding traffic congestion.
The Chairman gave a verbal report of the meeting he attended regarding traffic congestion at a recent LLAMMA event. He stated that as well as internal problems on the day, these were exacerbated by events outside. The problems are being addressed by a Traffic Management Scheme which is to be put in place and used for every future event. Other issues of concern were also discussed. Referring to a Military event to be held at the Showground, which was advertised in the Newark Advertiser, the Chairman reported that he had been stopped by parishioners about the potential noise from such an event, and he was concerned about this growing negative attitude.
The Chairman agreed to reply to letter received from the Newark & Nott’s’ Agric. Society about the meeting, suggesting a further meeting should be held to discuss various issues which would help to resolve present problems.

A member reported that the potholes between Hargon Lane and the Village Hall on Gainsborough Road were now dangerous, especially when using a bicycle. CC Mr V Dobson reported that he was due to meet with Officer from NCC on 23.03.09; this would be brought to the attention of the Officer.
