Minutes of the Winthorpe-with Langford Parish Council Meeting.

Held in the Village Hall on Thursday, 17 June 2010

Present:

27/10 Apologies for absence were received from the following members, with explanations and accepted:

28/10 Declarations of Interest: No Declaration of Interest given

29/10 Minutes of meeting held on 20 May 2010

These were accepted as a true record and signed by the Chairman.

30/10 Matters arising from the Minutes:

Minute Ref. 22/10 a Proposed Burial Ground/Allotments – Winthorpe – ongoing

Minute Ref.22/10b Exchange of fields – Update: Advice received from Mrs F Kelly, Solicitor that before a charity can dispose of land in any way, and in this case a land holding, conditions have to be complied to under the Charities Act 1993, namely to obtain and consider a written report on the proposed disposition from a qualified Surveyor acting exclusively for the charity.  An accredited surveyor had been suggested by Frances Kelly, and as matters could not go ahead until this condition had been complied with, the decision was made by the Chairman to proceed and obtain this report.

This had now been completed and the report received, which was favourable to be proposed exchange of the land and this matter could progress.

Once completed a special meeting cold then be arranged with the prospective allotment holders and the location of the allotments be discussed.

 Minute Ref.22/10 c – Adoption of phone box – Langford.  -  Ongoing

Minute 22/10 – Mr Aldridge gave a verbal report on a Tarmac Liaison Committee meeting he recently attended explaining how the production of sand and gravel was to be increased.  It was also reported that the Warden of the adjoining nature reserve had raised no objection for members to walk around Langford Low fields, and details of visit would need to be finalised.

Minute Ref. 25/10 Re. Dog Control Orders. - Mr Aldridge reported that no further action was required and signed the form accordingly, which is to be returned to N&SDC

 32/10 – Planning Applications

a)            Procedure for listing of Windrome Cottage, Langford through N&SDC Planning Services

It was resolved leave defer this matter until  the next meeting, in the mean time write to Newark & Sherwood District Council asking how the Parish Council’s keen interest in commencing the procedures for the listing of this building.

 Re. Tree Preservation Orders (TPO) – Gainsborough Road, Winthorpe. Whilst writing, it was resolved to write to N&SDC asking for advice on how to have the trees on Gainsborough Road protected through a TPO.

 10/00181/FUL  by Mr Neville Wells for proposed creation of a 0.8 hectare conservation pond, which will be connected to the river Trent via a 600mm on land adjacent to the River Trent on Holme Lane Winthorpe

-          Objection – members raised concerns with regard to the position of this proposed pond, the additional traffic which would create on the narrow Holme Lane, and the possible extraction of the sand and gravel to create the Pond.  Does this project and proposed work comply with the Sand and Gravel Policy of the local authority? 

33/10 – Correspondence

Re. NCC – Community Emergency Plan.

A Letter received from P Foden, Central Co-ordinator of the Neighbourhood Watch Group (NHW) regarding a meeting of NHW held on 24.05.10, was read out to the meeting.

 After discussion, it was resolved that the Parish Council set up a Working Committee of Mr McClymonnt, Mr Casterton and Mr Thompson, to draw up a draft list of essential/practical information required if the Emergency Plan was ever needed to be put into operation.

 It was confirmed however that any emergency volunteer workers from the village were not covered by insurance.  The Clerk was asked to enquire if the Parish Councils’ own Public Liability Insurance covered this?

 N&SDC – Changes to Members Register of Interest forms.  Copies of relevant forms previously filled by members circulated to those present.

 

Any required amendments were made at the meeting, Clerk to forward these to DC.

NCC Local Transport Plan – questionnaire to be returned by 18.07.10 – Mr McClymont agreed to fill this in on behalf of the PC and return to NCC.
