Minutes of Winthorpe-with-Langford Parish Council Meeting.
Held in the Village Hall on Thursday, 18 June 2009

25/09 Declarations of Interest: No Declaration of Interest given.
26/09 Minutes of the meeting held on 21 May 2009.
These were accepted as a true record and signed by the Chairman.
27/09 Matters arising from the Minutes:
Re. Minutes Ref. 16/09 Bonfire Night event. Mr G Thompson is still to confirm acceptance as candidate to be involved in organising/assisting of Bonfire Night event.
Ms S Masheder reported that she attended the Special Events meeting on 22 May 2009. The event would follow the same pattern as the previous year. There is to be an Evening Event to be held at the Winthorpe Community Centre, with an 18 piece band.
Re. Minute Ref. No. 18/09 – Trustees on Winthorpe P.P.T. – Winthorpe Village Trust.
Mr Casterton confirmed that Mr Richardson had agreed to serve as a trustee. Mr Casterton felt that Mr Richardson should be written to formerly about the position.
Re. Minute Ref. 20/09 - Invoices for Approval.
Re. Dog Bin – It was noted that the Dog Bin has been put up.
Minute Ref. 120/08 - Proposed Burial Ground. – Allotments. (Agreed that this item is to be placed on Action List at end of Agenda)
Mr Allen reported that he had spoken to a member of Stewart family regarding need for allotment land. This was to be taken back to the family. Several areas for consideration were put forward.
Re. Minute Ref. No. 21/09 - N&SDC – Draft Strategic Housing Land Availability Assessment for Winthorpe.
Mr Aldridge reported that he replied on behalf of the Parish Council on this Assessment. Copy of report sent to N&SDC forwarded to Mr Casterton.
28/09 Risk Assessments:
Risk Assessment No. 2 Parish Notice Board (Post Office) – Clerk reported Notice Board is accessible and in good repair.
Risk Assessment No. 5 Bridge over River Fleet (Jubilee Walk) – Mr Aldridge reported the bridge solid and in good condition but recommended that the sides are painted in foreseeable future, preferably a dark colour to make bridge look tidier.
Risk Assessment No. 6 Jubilee Walk Path, including Fence etc. Mr Aldridge reported that the section from the bridge over the Fleet to Skate Board Park is deteriorating with the hard core base showing through in many places. These will eventually need to be filled and rolled over before long. Four of the fences’ wooden posts have broken off at the base and need replacing. Also a number of staples holding the fence wire to the posts were missing and will need replacing. Due to the Health and Safety implications regarding the fencing, it was agreed that this work should go ahead straight away. It was resolved to contact Mr North, who had carried work out on behalf of the Parish Council in this area.
Mr Allen reported that he felt a sign should be put up stating ‘Please keep to the footpath’ as walkers tended to walk over his field. It was resolved to leave this issue for the time being.

30/09 – Planning Applications:
Re. P/App. No. 09/00777/FUL by Mr M Smith for proposed single storey extension to front of property at 16 Woodlands, Winthorpe. – No Objection.
31/09. Correspondence
Notification received from N&SDC of Code of Conduct meeting to be held on 3 July 2009 at 2.00 pm at Kelham Hall. Mr Aldridge stated he would attend.
N&SDC – Newark and Sherwood Shop fronts and Advertisements Design Guide (SPD) had been adopted on 28.05.09. – Noted.

Mr Aldridge gave details of a Newark and Sherwood Parish/District Community Safety Liaison Group meeting he recently attended, together with Crime Statistic figures.
