Minutes of Winthorpe-with-Langford Parish Council Meeting.

33/09 Apologies for absence were received from the following members, with explanation and accepted:

35/09 Declarations of Interest: No Declaration of Interest given.
36/09 Minutes of the meeting held on 16 June 2009.
Subject to a minor amendment, these were accepted as a true record and signed by the Chairman.
37/09 Matters arising from the Minutes:
Minutes Ref 20/09 – Provision of Dog Bin – Letter received from Mr P Finn thanking the Parish Council for the putting up/fixing of Dog Bin.
Re. Minutes Ref. 27/09 a - Bonfire Night event. Mr Casterton confirmed Mr Thompson’s acceptance as candidate to be involved in organising/assisting of Bonfire Night event on behalf of the Parish Council.
Minute Ref. 27/09 b - Proposed Burial Ground. – Allotments. Mr Jackson updated the meeting on the progression of the planning application for the Change of Use. Mr Aldridge agreed to supply a map, which would show the finer details agreed, such as where the grass-crete is to be placed within site. Mr Jackson reported that he had spoken to Gills, Undertakers, who advised that it would be a good idea that grass-crete is also used outside the site between the road and fence. This had also been agreed with Mr Wilkinson of Planning Services at DC. Regarding estimates for these works, Mr Jackson pointed out that the land is not yet in the ownership of the Parish Council and that there is also the removal of the Covenant.
Minute Ref No. 27/09 c Resurfacing of Chapel Lane, Winthorpe. – Reported this matter ongoing. Officer from DC, Mr D Moore still investigating ownership of parts of Chapel Lane. An answer was hoped for September meeting.
Minute Ref/ 28/09 Risk Assessments:
Risk Assessment No. 6 Jubilee Walk Path, including Fence etc. Clerk reported that she had contacted Mr North, who stated that he would carry out the work to repair the fencing within the next few weeks.

The Chairman informed the meeting that Mr Foden visited Morrison’s Supermarket to purchase the Alcohol, but was informed by the Management that they would not be able to accept a cheque from the Parish Council. In the circumstances, Mr Foden contacted the Chairman and it was clarified that if the Receipt was made out to the Winthorpe-with-Langford Parish Council, as the goods were bought on behalf of the Parish Council for the Festival Event, with vat clearly shown, Mr Foden would be able to pay for the goods personally on behalf of the Parish Council. The Parish Council would then reimburse Mr Foden.

41/09. Correspondence
Notification of Pastoral Measure 1983 – Proposed Pastoral Scheme, Newark-upon-Trent, Collingham with South Scarle and Besthorpe and Girton, Coddington and Winthorpe and Langford with Holme, and Harby with Thorney and North and South Clifton. – Draft pastoral scheme in respect of the pastoral proposals affecting the benefices was explained to the meeting by the Chairman. Following discussion it was resolved to comment that members agreed that the priorities for these cuts are wrong; these cuts are being carried out at the sharp end at grassroots level, where priests are needed, and members felt any reductions should take place further up within the Church hierarchy. If such a Scheme was to go ahead and create the new benefice of The East Trent Group of Parishes, it was noted by members that it will immensely increase the duties and workload of local minister, Reverend David Milner, who works tirelessly on behalf of his parishioners within his existing parishes.
Copy of N&SDC Housing Needs Survey received. This was randomly sent out to 10,000 parishioners across the District.
Mr R Allen arrived at this point of the meeting.
42/09 Any other business
DC Mrs M Dobson expressed her concern regarding recent tree work that had taken place in the village on Gainsborough Road. This had been carried perfectly legally. As the trees in Winthorpe are part of a country park setting, it was resolved for members to look at trees of importance in the village to be possibly considered for Tree Preservation Order
