Minutes of Winthorpe-with-Langford Parish Council Meeting.

Held in the Village Hall on Thursday, 17 July 2008

 38/08   Matters arising from the Minutes

Minute No. 28/08 a Repair and renovation of Priest stone and plinth – Grant application filled in and acknowledged by District Council.  (Copies of all quotes supplied to DC)

 Minute No. 28/08 b Refurbishment of Village Sign – Action: Resolved to contact Mr Neile for progress report on matter. Minute No. 28/08 c Grass cutting – Winthorpe – Mr Aldridge reported that he had met with Mr Lyne, copy of maps sent formally to Mr Lyne.  Waiting for response back from Mr Lyne with quote for works.

Minute No. 28/08 d Proposed new burial ground, Winthorpe.  Action:  The Chairman reported that there was no legal requirement for the Parish Council to supply a Burial Ground.    (DC Mrs M Dobson reported that she was still pursuing purchase of the land for the Parish Council) Nothing further heard from Agent for Stewart family, it was resolved to leave this in abeyance until a response had been received.  A member asked as the Burial Ground was required for Winthorpe village, can the Precept only go up for Winthorpe if there was a need to purchase a piece of land, as Langford has its own Burial Ground.  (DC Mrs M Dobson agreed to look into this with K Cole at DC)

Letter received from 13 residents, being Mr & Mrs M Shuckburgh, Mrs and Mrs G Thomson, Mr & Mrs L Cammack, Mr R Jackson, Mrs V Clarkson, Mr & Mrs G Marks, Mr P Bateson and Mr & Mrs C Hickman, of the village requesting the provision of Allotment Plots in the village under ‘Small Holdings and Allotments Act 1908’. 

Before taking any further action, it was resolved to clarify position of the Parish Council on the provision of allotments with District Council and members to walk around village to identify other suitable pieces of land which could be used for allotments. 

Minute No. 28/08 e Review of Standing Orders – Matter ongoing

Minute No. 32/08  NCC – Town and Country Planning (Gen. Dev. Procedure) Order 1995 Article 13 Notification to Parish Council of  proposed development: Storage of topsoil, located at Newark and Nott’s Agricultural Society’s Showground, Winthorpe.

Notification from NCC – application temporarily withdrawn.

 

39/08  Grass cutting – Winthorpe Parish – Dealt with under matters arising.

 

40/08 Invoices for approval:

D Lyne – grass cutting in village                                                                                                                       £146.88

 

Annual Return/Annual governances Statement of Parish Council accounts for  2007/8 was completed and approved by meeting.

 

41/08  Planning Applications:

P/App. No. 08/01572/FUL by Mr Hickman for proposed two storey extension to rear of Linford, The Spinney, Winthorpe.

-          No Objections.

  1. P/App. Nos. 07/01460/FULM, 07/01461/LBC, 07/01462/CAC and 07/1463/FUL by Simons                                                                        Developments Ltd, ASDA Stores Ltd and MF Strawson Ltd. Re development etc Potterdyke House and ajoining land and Bus Station. – amended

Mr Aldridge reported that he had requested the Elevation plans from N&SDC.  Response on proposal to be with DC by 5 September 2008.  A short discussion took place on the merits of the application; these are to be formulated in the response from the Parish Council to the DC.

 

42/08 Correspondence

Bassetlaw, Newark & Sherwood District Safety Group meeting to be held on Monday 28th July 2008 – Noted.

NCC Waste Core Strategy – update. Letter read out – contents noted.

Trent Vale Partnerships. Letter read out – No further action required.

N&SDC – Draft Developers Supplementary Document – Mr Aldridge reported that he had responded on behalf of the Parish Council on this document.
