Minutes of Winthorpe-with-Langford Parish Council Meeting.

Held in the Village Hall on Thursday. 15 January 2009

91/09 Apologies for absence were received from the following member and Clerk, with explanation and accepted:

92/09 Declaration of Interest:  Mr R Allen advised that a close member of his family serves on the board of the Trustees of Newark & Notts. Agricultural Society – Winthorpe.

94/09   Matters arising from the Minutes

Minute No. 86/08 Re. Burial Ground – waiting for a letter from N&SDC, either from Kirsty Cole or Mr Palframan.  This is to be chased up by DC Mrs M Dobson.

Minute No. 90/09 Incorrect spelling of Pope, spelt in Minutes as Pop.

Minute No. 90/08 –  Condition of Holme Lane  - Reported to NCC, to date no repairs carried out. – Clerk to chase

95/09   N&SDC  - Further Consultation on Strategic House Land Availability Assessment within Winthorpe and Langford Parish. (Copies of consultation maps circulated to members prior to meeting) 

Main concerns expressed are:

1              Traffic – only one road for egress/ingress to village, congestion already very bad at peak times.  Traffic specifically increases at special events at the Showground and if there are any accidents in the vicinity.

  1. Village ‘ethos’ will be destroyed irrevocably if ‘The Park’ is built on.
    1. Winthorpe Showground – very restricted access to site and any major development will create further very serious traffic congestion problems.

(In response to a question raised at the meeting, it has now been confirmed that the Showground is owned by a registered Charitable Trust.  If at any time the Showground, along with any other assets were to be disposed of, it was understood that the Trust Deed requires that the proceeds go to a similar related charitable body; as approve by the Charity Commission.)

  1. Will the present sewerage system cope with further development; already signs of serious problems.

(A more comprehensive response is to be sent to N&SDC Policy Dept.)

 

95/09  Planning Applications

Re. P/Application No. 08/02005/FUL by East Midlands Model motorsport Association for change of use from the glider parking area to a model motorsport venue comprising of tarmac race circuit, drivers rostrum, race control and covered pit area for racing scale model cars/motor bikes at Newark and Notts. Gliding Club, 109 Lincoln Road, Winthorpe.

The Parish Council objected to this application on the grounds of noise and traffic congestion in the area.  Copy of Minutes from Bolsover DC/Tibshelf PC was given to District Councillor Mrs M Dobson to pursue on behalf of the Parish Council with N&SDC Planning Department.

 Re. P/App. No. 08/002269/LBC and 08/02268/FUL by Miss Bradwell for proposed alterations and extension to East Wing Barn, Manor Farm, Gainsborough Road, Langford.

Parish Council objected to this application upon receipt of additional information received just prior to the meeting.

 96/08 Invoices for approval

Contribution from Winthorpe-with-Langford Parish Council towards the costs of a printer bought by Collingham Parish Council, where output was more suited to that of an Office, rather than for home use.

Some concern expressed by members, that a more robust printer could have been purchased for slightly more money.

97/09     Correspondence

Notification of the next meeting of Safer Neighbourhood Group, which is to be held on Tuesday, 17 February 2009, 7.30 pm in the Coddington Community Centre.

Report from CCTV Camera system meeting held in East Stoke was read out.  Resolved – no further action to be taken.

90/08     Any Other Business

Mr Aldridge reported on local Crime figures for the area.

Re. Chapel Lane

A question was asked with regard to any development with making up/surfacing of Chapel Lane – as previously raised.

It was reported that a letter had been sent to Alex Stewart (resident living on chapel Lane) asking him to approach the local residents to ascertain if any road charge had been paid in the development when the houses were built.  Mr Stewart has undertaken to approach those concerned and report back in due course and the matter will then be reported to the Parish Council.

Standing Orders – Mr Aldridge presented a completed re-draft to the meeting this will be discussed further at the next meeting, in the meantime a copy is to be e-mailed or sent to all Parish Council members.
