  Minutes of Winthorpe-with-Langford Parish Council Meeting.

Held in the Village Hall on Thursday, 17 January 2008

83//07 Apologies for absence were received from the following member, with explanation and accepted:

84/07  Mr Pope member of Recreation Committee to discuss Wickstead Inspection Report findings and Mr Toulson, member of the Youth Club Committee to relate current activities of the Youth Club.

Mr Toulson conveyed to the meeting, apologies from Mr Pope.

Re. Wickstead Inspection Report:

In the absence of Mr Pope, Mr Toulson reported nothing serious noted in the Inspection Report, only few minor items highlighted e.g. lose bolts.  It was suggested that specific areas should be repainted within the next six months.  Arrangements for who is to carry this out to be finalised, with the Parish Council providing materials to the Recreation Committee.

Re.  Current activities of the Youth Club:

Mr Toulson explained to the meeting the background running of the Youth Club and about its’ voluntary Management Committee (which was noted was not a registered charity) stating that the main fundraising for the Youth Club was through the Bonfire Night event.  Mr Toulson thanked the Parish Council and member, Mr R Allen for the support given towards the event.  The reserves that had built up was used to fund  a programme of activities worked out with NCC Youth Services, and discussed with the Management Committee, with input from the members.  Membership was declining, average age 12-13, with youngsters attending from surrounding villages.

 

Mr Toulson left the meeting at this point.

 

85/07     Declaration of Interest

86/07     To Receive and accept:

a)                   Minutes of meeting held on 12 December 2007.

Having previously been circulated, these were accepted as a true record and signed by the Chairman.

 

87/07     Matters arising from the Minutes:

 

Minute No.76/07 a -Re materials to be used for priest stone and proposed plinth. Action:  The Chairman reported that he had met with Mr Cordell, a landscaper, who lived in the village, who had offered to draw sketches of the Priest Stone.  Copies of these, circulated to members at the meeting for agreement prior to a planning application to N&SDC.   Five members voted for Scheme B, with attention to champherd brick – same height as the Priest Stone.  It was agreed that details for a plaque would be finalised another time.

Minute No.76/07 b - Refurbishment of Village Sign. Action:  Matter progressing.

Minute No. 76/07 c - Grass cutting – Winthorpe   Action:  On agenda.

Minute No.764/07 d -Wickstead Inspection Report:  Action: Already dealt with under Minute Ref. No.  84/07.

Minute No.76/07 e  -Proposed sites of additional land required for church purposes.  Action:  Matter progressing,  meeting to be arranged with a  small committee of members and officers from N&SDC and DC Mrs M Dobson.  Names for a small committee put forward: Mr Casterton, Mr Aldridge, Mr McClymont and Mr Jackson.  Suggested a member of the WPCC should be included in the process.

 

88/07     Update – grass cutting – Winthorpe village.

Mr Aldridge reported that he had received a quote from NCC of £400.00, an allowance from the NCC, if the Parish Council decided to undertake areas under the responsibility of the NCC.  This would include 4 cuts per year, at a rate of 1.8 pence per square metre.  Requested information from J Shaw at NCC not received, it was hoped that this would be received in time for the next meeting.

 

It was agreed that a triangular area of grass close to the Cricket Club should be included with the other cuts carried out in the village by Mr D Lyne, grass cutting contractor.

a)                   Revised Final - Winthorpe Bonfire Night Account for 2007

(Copy of finalised account circulated to member prior to meeting)

The Chairman explained why the final account had been amended, it was agreed to approve the payment of £2788.23 paid to the Youth Club from the Event Account. 

 

b)                   Precept requirement for Winthorpe-with-Langford Parish Council for 2008/9

It was unanimously agreed that the Precept requirement for 2008/9 is £6132.00  

 

90/07     Planning applications:

P/App. Nos.  07/01768/FUL and 07/01769/LBC by Mr & Mrs Morgan-Smith  - FUL – for proposed insertion of new roof lights in main bard and stable block in connection with use of part of the main barn as a granny annexe and creation of habitable room space in stable roof.  LBC - for proposed internal alterations in connection of new roof lights in main barn and stable block etc. at The Wool Wharf, The Manor, Gainsborough Road, Langford.  – No Objection.

Correspondence received dealt with under other agenda items.

 

92/07     Any other business:

Re. Safer Neighbourhood meeting:

DC Mrs M Dobson reported details of the meeting, which she felt was very successful, with seven volunteers coming forward, the next tier up was ‘Local Action Group’ which DC Mrs M Dobson also sits on..  The meeting areb to be held every two months.  DC Mrs M Dobson asked if members could attend the next meeting, she further suggested that a member could be nominated at the AGM of the Parish Council to serve on the Safer Neighbourhood Group.

 

Mr Aldridge passed to the Clerk two copies of completed Parish Plans – for Tollerton and Halam

 

It was reported that the Willow Tree adjacent to the Priest Stone on Holme Lane, Winthorpe required trimming as it was causing a problem for passing vehicles.  As the tree was in the Conservation Area, Clerk to contact Mr Catchpole, Tree and Woodlands Officer at DC on the matter.

Public Footpath Finger Post near to The Mint Leaf reported to be pointing in wrong direction, also location of two other red notices, which were attached near to footpath signs reported.
