Minute No. 94/09 a Refurbishment of Village Sign: The Chairman has spoken to the Artist, who hoped to have the Sign refurbished early spring
Minute No. 94/09 b Re. Burial Ground – on agenda
Minute No. 94/09 c Resurfacing of Chapel Lane, Winthorpe:
Letter received from Resident, informing members that residents do not want the road to be made up. Residents queried ownership of land/road. Letter passed to CC Mr V Dobson who will look into query on ownership.
(DC Mrs M Dobson indicated that the land could be in private ownership, which if proved the case, would mean that residents will have to upkeep the road. DC Mrs M Dobson agreed to speak to Planners at N&SDC on the matter)
103/09 Nominee/Trustee for Thomas Brewers’ Charity Trust.
Letter received from Mr P Foden, of the Thomas Brewers Charity Trust informing the Parish Council that due to the passing away of Mr A Hill there was a vacancy on the Charity. The letter proposed Margaret Wiseman to fill the vacant position. Noted Mr P Foden term as trustee expired May 2009. It was unanimously agreed to accept Margaret Wiseman to fill the vacancy and to confirm the renewal of Mr P Foden’s period of office for a further term.
104/09 Planning Applications – No planning applications received.
a) Planning Application – Proposed Burial Ground
For information Copy of Minutes of N&SDC Council meeting received relating to the Burial Ground - all matters approved.
Re. Planning Application – Change of Use.
Clerk informed meeting that this was beyond her expertise. DC Mrs M Dobson queried if a ‘Change of Use’ application was necessary, and agreed to enquire further with this with Planning Dept at N&SDC and liaise with the Chairman on the matter.
Suitability of land to be used for Allotments was queried by a member. It was agreed that when the weather was more appropriate, a group of members/prospective allotment holders, would inspect site of Burial Ground for a suitable area to be used for allotments. Enquiries to be made to Allotment Association re size of allotments.
105/09 Acceptance of Finalised Standing Orders:
(Copy of draft Standing Orders circulated to members prior to the meeting)
After studying the document, it was proposed by Mr McClymont, seconded by Mr Wright, and subject to clarification on item 1.11 Public Question Time on how long and when to allow members of the public to make statements or ask questions at meetings, (This is to be decided at the Annual General Meeting of the PC), it was unanimously agreed to adopt the Standing Orders.
The Chairman thanked Mr Aldridge and in his absence, Mr Casterton for compiling the Standing Orders.
106/09 Invoices for Approval: No Invoices received.
£5.00 received from Tallents on overpayment paid regarding legal costs on work carried out on behalf of the PC.
107/09 Correspondence:
N&SDC regarding further consultation on development policies within the Local Development Framework.
Resolved to send copy of letter to all members, any comments to be forwarded to Clerk by 6.03.09.
Letter received from Tallents confirming completion of land transfer of land on which Winthorpe Community Centre sited to Winthorpe Parish P. Trust.
108/09 Any other Business:
Mr Allen expressed his concern regarding an event at the Showground for the following week-end, due to enormous sale of pre-booked tickets; event would be very well attended, with the traffic problems this would cause.
DC Mrs M Dobson informed the meeting that a meeting was due to take place at the Showground with various parties, on Monday 23 February 2009 to discuss this problem.
- It was resolved to contact NCC Environment and other relevant authorities.
It was reported recent removal of hedge on boundary of property on Chapel Lane, Winthorpe - query if permission is required. Clerk to contact DC.
Further query made regarding erection of Log Cabin in garden of property on Gainsborough Road, Winthorpe. Clerk to contact DC.
DC Mrs M Dobson reported that the recent Safer Neighbourhood Group meeting had been rearranged, due to double booking to 10 March 2009 at Coddington Community Centre. Venue for May 19 meeting; to be held in Winthorpe Community Centre.
Re Village Sign
DC Mrs M Dobson asked if the Parish Council could write asking for a contribution to the refurbishment/replacement of the Village Sign from the DC Community fund. It was noted that the Parish Council has already precepted a contingency within the Budget towards these costs. A monies received would be ‘ring fenced’ within the Budget for this proposal.
