Minutes of Winthorpe-with-Langford Parish Council Meeting.

Held in the Village Hall on Thursday, 21 February 2008

95/07     To Receive and accept:

a)                   Minutes of meeting held on 17 January 2008.

Having previously been circulated, and subject to the amendments below, these were accepted as a true record and signed by the Chairman.

Item 92/07 Any Other Business: Re Safer Neighbourhood meeting:  Second sentence to read: The meetings are to be held every two months.

Last paragraph to read:  Public Footpath Finger Post near to The Mint Leaf reported to be missing (thought to be in the dyke adjacent), also two other red notices, located at Langford, which were attached near to footpath signs.

 

96/07     Matters arising from the Minutes:

Minute No. 87/07 a -Re materials to be used for priest stone and proposed plinth. Action:  The Chairman reported that the DC had asked for a meeting with DC and members arranged for 26.02.08.

Minute No. 87/07 b - Refurbishment of Village Sign. Action:  Matter progressing.

Minute No. 87/07 c - Grass cutting – Winthorpe   Action:  On agenda.

Minute No. 87/07 d – Proposed site of additional land required for church purposes.  Action: Meeting date to be confirmed to look at land. Four members of Parish Council, members of Parochial Church Council: Anne Stone, Alan Stone and Keith Lloyd, plus Rev. D Milner to attend meeting also.  Mr Jackson to forward dates to DC Mrs M Dobson/Officers at DC.

Minute No. 87/07 e - Review of Risk Assessments- Health and Safety check reminder.  – Action:  Health and Safety Check lists circulated to members prior to meeting, those that are returned and need any action, these will be carried out accordingly.

97/07     Update – grass cutting – Winthorpe village.

Mr Aldridge reported that he had made contact with Mr J Shaw, Officer from NCC, who had agreed to drop off relevant plans the following day.

 

98/07     Winthorpe Parish Property Trust

 

a)                                                                                                    Community Centre Land 

The Chairman reported that he had spoken to Frances Kelly and on advice received; it was recommended that all the land in the ownership of the Parish should be placed under the protection of the Winthorpe Parish Property Trust.  It was noted that the only land not already in the Trust was the field sold to the Parish Council by the District Council, now where the Winthorpe Community Centre stood.  Following consultation with Kirsty Cole, Solicitor at DC, it was confirmed that provided conditions of sale were abided by, there was no objection to this land being placed in the Winthorpe Parish Property Trust. As this transfer would technically only be a ‘paper change’, members were in agreement for this to be progress further.  The Chairman is to speak to Francis Kelly on the matter.

 

b)            Trust Status

The Chairman reminded members of the Governments proposals to merge smaller parishes into a larger economic unit for e.g.; the Parishes of Collingham, Coddington, Barnby in the Willows, Winthorpe with Langford and Holme could well be merged under these proposals.  It was noted that should this happen any property of the Parish would be taken over by the larger merged Council.  Winthorpe-with-Langford Parish Council was in a unique position in that its’ property was held by Winthorpe Parish Property Trust; which was a separate registered charitable trust.  Following advice received from the Charity Commission, the articles of the Trust were adequate and should the Government proceed with its intention to merge parishes, then the Charity Commission would consider the Property Trust to be an independent body.  It was strongly suggested that it may be helpful if the Property Trust changed it name and in due course enlarge the number of trustees from residents in the village.  It was proposed by Mr Wright, seconded by Mr Aldridge that the name of the Winthorpe Parish Property Trust be amended to Winthorpe Village Trust.  Vote – Unanimous.

 

c)             Proposed Management Committee

It was resolved that the present Parish Council members being Trustees of the Property Trust should constitute themselves as a Management Committee of the Trust, to meet as and when required.

 

99/07     Invoices for approval:

Verbal quotation received from Mr J Clarke, Tree Surgeon for trimming/pruning of Willow Tree on Holme Lane, Winthrope - £140.00.  It was agreed to accept this quote.

Quotation letter received from Mr D Lyne, grass cutting contractor for the village, confirming that he will charge the same amount for grass cutting in village for 2008/9 as 2007/8 if the grass cutting requirements were the same; being £62.50 + vat per cut.  It was unanimously agreed to accept this quote.

 

100/07   Planning Applications

P/App. No. 08/00069/FUL by Mr and Mrs Moran for proposed erection of single and two storey extensions at Win Wood, The Spinney, Winthorpe. – No Objection.

P/App. No. 08/00105/LBC by Winthorpe with Langford Parish Council for proposal to rebuild the brick plinth beneath the village priest stone at the Village Cross, Holme Lane, Winthorpe.  Noted 

 

101/07   Correspondence

Correspondence received dealt with under other agenda items.

Notification of Newark and Sherwood District of Enforcement of Civil Parking  being taken over by the NCC from the Police, which is to start on 12 May 2008.  Noted

NCC Right of Way Improvement Plan, together with CD – passed to Mr Casterton to look at.

 

102/07   Any other business:

Mr Aldridge reported the problem with two previously reported lamp outages to NCC on Gainsborough Road and Pocklington Crescent was due to a cable fault and was now in the hands of the Electricity Board.
