Minutes of Winthorpe-with-Langford Parish Council Meeting.

Held in the Village Hall on Wednesday, 10 December 2008

86/08   Matters arising from the Minutes

Minute No. 77/08 a Refurbishment of Village Sign – progressing.

Minute No. 77/08 b Grass cutting – Winthorpe – Letter received from NCC confirming acceptance of the Parish Council carrying out the grass cutting on behalf of the NCC.

Minute No. 77/08 d Proposed new burial ground, Winthorpe.  Action:  Matters progressing through legal process at N&SDC. The Chairman reported that after speaking to an Officer at DC, it would appear there was not a Covenant on the area, but criteria set at the time that the area was developed, which stated that any development in the County,  10% had to be set aside as designated ‘open space’. 

Minute No. 77/08 e Condition of Chapel Lane, Winthorpe. Collection of data still being carried out.

Minute No. 81/08 ‘Adoption’ of Telephone Kiosk – Gainsborough Road, Winthorpe.

After discussion, it was unanimously resolved not to adopt the Kiosk on Gainsborough Road, Winthorpe.

87/08 Planning Applications

Re. P/Application No. 08/02005/FUL by East Midlands Model motorsport Association for change of use from the glider parking area to a model motorsport venue comprising of tarmac race circuit, drivers rostrum, race control and covered pit area for racing scale model cars/motor bikes at Newark and Notts. Gliding Club, 109 Lincoln Road, Winthorpe.

Due to the complexities of this application i.e. noise levels etc. it was resolved to ask for an extension to the ‘Reply By’ date on this application so further inspection and examination of the facts provided can take place.

88/08 Invoices for approval

Tallents Solicitors – land transfer of field to Parish Property Trust                                                                                            £40.00

a)            Finalised - Bonfire Night Account for 2008.

(Copy of account circulated to members prior to meeting)

The Chairman explained the detail of the account, which unfortunately, made very little profit, and due to the query with regard to the recoverable VAT, the Youth Club would have to pay the Parish Council in total the sum £39.99, which will be returned, once the VAT query is resolved.

Mr Pope, Youth Club Committee member, reported that the evening went very well and stated that equipment had been bought which can be reused another year.

It was agreed to pay the following outstanding invoices from the Event Account:

b)            Review of Accounts in respect of Precept for 2009/10

(Copies of proposed budget requirement for 2009/10 circulated prior to meeting)

‘Focal Point’ account received.  On the basis of the account, it was agreed to increase the amount of grant to the Focal Point to £600 per annum.

After discussion on the budget figures, it was unanimously agreed that the Precept amount for Winthorpe with Langford Parish Council for 2009/10 is £6209.00.

89/08     Correspondence – none received.

90/08     Any Other Business

Mr Thompson asked about the latest on the provision of Allotments.  The Chairman agreed to place an article in Focal Point bringing applicants up to date.

Reported appalling condition of Holme Lane, just past Cricket Field.  To be reported to NCC.

Re. Wickstead Leisure Inspection Report

Mr Pop, Recreation Committee member, reported that after studying the Report there was no major work required.  Some of the fencing needed to be fixed and required regularly maintenance.

Letter received from Tallents, Solicitors’ – re. Transfer deed - Parish Property Trust.

List of authorised signatory names requested to sign Legal Transfer deed.  It was resolved that the members who are authorised to sign cheques should sign this Transfer.  A list of all trustees was also requested.  Clerk to respond on the matter.
