Minutes of Winthorpe-with-Langford Parish Council Meeting.

Held in the Village Hall on Thursday, 17 April 2008

 

Present:

1/08 Apologies for absence were received from the following member, with explanation and accepted:

2/08        Declarations of Interest-

Mr Wright declared an interest in respect of Planning App. No. 08/00323/FUL. 08/00324/LBC and 08/00325/FUL.

 

3/08        To Receive and accept:

a)            Minutes of meeting held on 20 March 2008

Having previously been circulated, these were accepted as a true record and signed by the Chairman.

Proposed Mr Casterton, seconded by Mr Aldridge  Vote Unanimous.

 

The meeting was suspended to talk to parishioners in attendance about the proposed New Burial Ground in Winthorpe

There was a general discussion and exchange of views with the members of the public attending the meeting, in respect of proposals to site a new Burial Ground on land at Hargon Lane, on the left hand side, immediately past the last bungalow.  Various objections were raised, which the Parish Council noted and will act upon.  It was agreed that the Parish Council enquires further regarding possible alternative sites.

 

The Chairman thanked the parishioners for attending the meeting.

 

The meeting reverted back to the set agenda.

 

4/08        Matters arising from the minutes

Minute No. 106/07 a  Repair and renovation of priest stone and proposed plinth. Action:  The Chairman reported invitations had gone to Contractors to tender for works, not yet received any responses.

Minute No. 106/b - Refurbishment of Village Sign. Action:  Matter progressing.

Minute No. 106/c - Grass cutting – Winthorpe   Action:  CC V Dobson had contacted Mr Shaw, Officer from NCC, following this  Mr Shaw had not contacted Mr Aldridge

Minute No. 110/07 - Planning Applications

08/00235/OUTM by DSG Retail Ltd for outline application for multi-let office development and storage/distribution building

08/00236/OUTM by DSG Retail Ltd for outline application for sui Generis (car showroom) Development and storage/distribution building at South Airfield Farm, Fosse Road, Winthorpe.

DC Mrs M Dobson reported that she had met with Planning Dept, on behalf of the Parish Council and conveyed the Parish Council concerns regarding these applications.

 

Minute No. 111/07 –Re. N&SDC  Strategic Housing Land Availability Assessment informing the Parish Council of the next process of the assessment, where the DC is seeking information from developers and land owners regarding land which may be available for development in the future.  An advert was placed in the local press giving info on how to submit site details for assessment.  (Example of submission form received)  In due course, the Parish Council will be informed of the sites submitted within its parish and be able to provide any local factual information which may be of benefit to the initial assessment process.  There will be further consultation as the process for the SHLAA progresses.

 

Minute No. 112/07 – Re siting of Dog Bin

Mr Casterton reported that the Dog Bin had been removed and placed at the previously approved site.

 

5/08        New Burial Ground – Winthorpe

Following discussion, it was agreed that the Parish Council makes further enquiries regarding the availability of land in the Parish for the provision of a new burial ground.  It was further resolved that parishioners should also be consulted.  As the matter progresses, a public meeting will be called to hear the views/observations of parishioners on the matter.

N&SDC  - Renewal of Dog Bin Emptying Contract for 2008/9

It was unanimously agreed to renew this contract.

 

9/08        Planning applications

08/00323/FUL by Exec. Late E L Radford for formation of a new vehicular access link to the A1133 and with new internal access track to serve Langford Hall

08/00324/LBC for change of use and minor alterations to former coach house and stable block from offices to form 4 units of holiday accommodation.

08/00325/FUL for change of use and minor alterations to former coach house and stable block from offices to form 4 units of  holiday accommodation at Langford Hall, Langford, Newark.

Due to the traffic implications regarding the proposed access onto the A1133 and other issues, it was resolved to contact N&SDC asking for clarification before the Parish Council can respond to these applications.

 

10/08     Correspondence:

N&SDC – Letter received asking for information required to prepare an Emergency Plan to cover foreseeable events within the District regarding Burial sites – Pro-forma to be filled in and returned.

NCC – Review if /residential Care Home for Older People – results of consultation process.  Letter read out, contents noted.

Noted next meeting of Safer Neighbourhood Group – 6 May 2008, 7.30 pm in the Winthorpe Community Centre – Notices to go up in village and surrounds.
