 Minutes of a meeting of the Winthorpe-with-Langford Parish Council.

Held in the Village Hall on Thursday, 15 September 2011 at 7.30 pm.

Having previously been circulated, these were accepted as a true record, and signed by the Chairman.

 

40/11 Matters arising from the Minutes – no matters arising.

41/11 Reports:

a)     New Burial Ground –     The Chairman reported that the land is now officially owned by the Parish Council, with all legal processes completed.  Mr Lyne will be regularly cutting the grass in the area.

b)     Playing Field -  The field between the Winthorpe Community Centre and the Cricket Club was  now  also in the ownership of the Parish Council. Mr Lyne will regularly cut this grass at least three times a year. The Parish Council,  had not received any ideas from local parishioners on how the land could be used. It was suggested that the Youth Club be contacted for ideas of how the area might be used.

c)     Allotment Field -  Noted that nearly  all of the allotment plots had been taken up, with crops now being produced.   Due to the lack of movement from Severn Trent Water with regard to the water supply, it was agreed to arrange a meeting with STW representatives on site to discuss the further options of possible alternative connections within the vicinity.

      Mr Aldridge, Mr Allen Mr McClymont and Mr Jackson were available any morning within the next week. and the question to be asked is why the Pc cannot connect to the pipe next to the Pumping Station.

A draft of the Tenancy Agreement with Winthorpe Allotments Holders Association (WAHA) had been circulated to members prior to the meeting..

 

A response had been received from the WAHA raising a number of points which were discussed in some detail and the Clerk was asked to reply accordingly.

 

d)    Diamond Jubilee celebrations 2012

i)      Village Celebrations. 

The Chairman reported that he had received a suggestion that the villages of Coddington, Barnby in the Willows and Holme, together with Winthorpe with Langford could hold a joint celebration on the Newark Showground.

It was resolved not to pursue this suggestion further because members felt that the village should hold its own celebrations, and a Public meeting should be held as soon as possible so that the views of parishioners could be sought; as  early booking of the venue and any other facility would be important.

 

 It was agreed that a Diamond Jubilee Sub Committee should be formed.  Mr Thompson agreed to ask his son, who attended the Youth Club to become involved, also a contact in Langford, who had connections also with Holme village.  Ms Masheder is to liaise with the Festival Committee regarding the celebrations...

ii)     Village Flagpole – Mr Jackson reported that he had received a suggestion for a village Flagpole. The  sites discussed included  the side of Thoroughfare Lane/Gainsborough Road next to the village sign., and the corner of Hargon Lane, next to the  bench.  It was noted; however that permission from NCC would be needed before the placing of a Flag pole on the road verges in the village. .

iii)          Diamond Jubilee Walk Way - The Jubilee Walk Pathway between the far side of the Jubilee Bridge and the Recreation Area was a "Permissive Pathway" under an agreement with the Stewart Trust.  Now that this field had been exchanged and was the property of the Parish Property Trust it was agreed that this be declared a Public Right of Way. This would then make it a Public Right of Way from the gate into the Cricket Field on Holme Lane right along to the far side of the Jubilee Bridge.

It was agreed that the Trustees of the Winthorpe Community Centre be asked to consider agreeing to the remainder of the Jubilee Walk Pathway, from the far side of the Jubilee Bridge, up the embankment and alongside the  car park to the exit gate onto the Woodlands,

e)     Proposed Localism Bill (as circulated to Parish Council Members)

After discussion on the document circulated, it was resolved to wait until there was a national debate on the Localism, Bill but in the meantime it was unanimously agreed to keep referring to  this under the action column at the end of the minutes..

a)     Legacy from Miss A M Hillfert

A cheque for £250.38 had been received from the estate of Miss Hillfert, which will be used for the benefit of the village.  Members expressed their gratitude and thanks

7.         Planning applications:

11/01118/LBC Mr P Stevenson application to extend rear porch, brick up doorway, remove part of wall to existing porch and install 2 velux windows at The Academy 62 Gainsborough Road , Winthrop.

8.         Proposed Closure of Collingham Police Contact Point.

CC Mr V Dobson provided a copy of a Consultation document for the Nottinghamshire Fire and Rescue – Fire Cover Review.

It was suggested that the Police Contact Point could be moved into the Collingham Fire Station and operate jointly out of the building in the interest of saving on costs for both bodies

It was resolved to write on both issues to the appropriate authorities.

9.         Correspondence:

Letter received from Solicitor representing owner of property next to the Village Hall, confirming that the overgrown trees located near to the Village Hall, had been reported to the property owner. – noted.

Mr Jackson reported that he had been invited to a function - Visions 2030 – presentation in respect of the Newark Showground on. 26 September 2011.  Mr D Aldridge was also to attend this function with Mr Jackson.

E-mail received from Harby Parish Council Clerk advising the Parish Council that the Woodland Trust were offering quality trees in commemoration of the Queen’s Diamond Jubilee.  These would be available in the autumn and spring of next year.  One pack, 105 in number, contained various types of native trees such as Hawthorn, Royal Oak, Crab apple, Blackthorn, and Harby PC had put forward the suggestion that perhaps the Parish Council would be interested in sharing a pack with Harby.

It was resolved to confirm with the Clerk of Harby Parish Council that the Council would like to share one of the packs, with a request for a Royal Oak, Hawthorn, Blackthorn and Crab Apple trees; it was suggested that this could provide a roadside hedge on Holme Lane, Winthorpe.for the allotment.

The meeting closed at 9.45 pm.
