Minutes of Winthorpe-with-Langford Parish Council Meeting.

Held in the Village Hall on Thursday, 17 September 2009

45/09 Declarations of Interest: No Declaration of Interest given.

 

46/09 Minutes of the meeting held on 16 June 2009.

These were accepted as a true record and signed by the Chairman.

 

47/09 Matters arising from the Minutes:

Minute Ref. 37/09 a - Proposed Burial Ground. – Allotments.  Mr Jackson  reported that the planning application for ‘change of use’ was nearing completion to go into the Planning system, although technically the land was still in the ownership of the N&SDC.

The Clerk had been asked to contact Frances Kelly, Solicitor on behalf of the Parish Council on various aspects relating to the Covenant.  A reply was received from F. Kelly detailing the position and options in respect of the Covenant on the proposed Burial Ground. From the various options put forward, the Parish Council favoured the simplest and most effective option of taking out an indemnity cover with an Insurance Company, who would require that planning permission would have to have been obtained first, to assess the risk of the covenant being enforced if any objections were to be received against any planning application.  The costs of the Indemnity cover would be influenced by how many or if no objections were received could be in the  region of £2-300 or £200-300 respectfully.  Once the Planning Application progressed through the system and if no objections were received, it would go through on delegated powers, if objections of a serious nature were received, it would have to go before the Planning Committee.

It was noted that the N&SDC had agreed to pay the costs of the planning application, upon completion the Parish Council would have to reimburse these costs to the N&SDC.

Mr Jackson reported he had a meeting with Mr Palframan (Strategic Ops) Director at N&SDC within the next few days to discuss the Burial Ground.  Letter from F Kelly to be taken to meeting for reference.

Allotments – it was reported that Mr T Cooper, Agent for Stewarts had been approached about the possibility of leasing land within the village on a lease agreement, but nothing was forthcoming, even after many calls had been made.    It was suggested about looking into the prospects of leasing other sites within the village such as: paddock on left on Holme Lane, a triangular piece of Land opposite Cricket Field. Mr Aldridge agreed to approach landowner  informally, then write officially.

Minute Ref. 37/09 c  Resurfacing of Chapel Lane, Winthorpe.  – CC V Dobson reported that he was to meet with Officers from NCC.  It has been established that the road was in the ownership of the NCC.  Letter received  showing a plan of ownership passed to Mr Jackson via DC M Dobson

Minute Ref. 41/09 Notification of Pastoral Measure 1983 – Proposed Pastoral Scheme, Newark-upon-Trent, Collingham with South Scarle and Besthorpe and Girton, Coddington and Winthorpe and Langford with Holme, and Harby with Thorney and North and South Clifton. – Draft pastoral scheme in respect of the pastoral proposals affecting the benefices.

Following receipt of the Parish Council and Thorney Parish meeting’s objection to the above.  The matter was now to be brought for consideration of the Church Commissioners’ Committee meeting in London.

48/09    Risk Assessments

Risk Assessment No. 10.  Report the same condition as Assessment for  2008.  Clerk to report to NCC Footpaths Dept.

Risk Assessment No. 9  - received and reported ok.

Mr Aldridge reported to the meeting damage to Jubilee Walk by contractors carrying out work re. River Fleet.  This had previously been reported to the NAIDB, and agreed repair works to be carried out.

50/09 – Planning Applications:

09/01101/FUL Mr David Hopewell - Householder application for the erection of two storey extension at 2 Old Rectory Court Winthorpe.  No Objection.

a)  Trees Preservation Orders – Winthorpe

Noted tree works had been carried out on Yew Trees on Gainsborough Road.  It was noted that these trees were not within the Conservation Area.  Following discussion, it was resolved to seek advice from M Catchpole, Trees and Woodland Officer at N&SDC on trees that are not within the Conservation Area and how they can have a Tree Preservation Order placed on them.  This is al so to include Langford.

 

51/09.    Correspondence

Mr Jackson reported details of a letter received from Mr A Johnston regarding LAMMA event regarding meeting held earlier in the year and traffic managements scheme to be put in place.  Mr Jackson reported that he had responded back and asked Mr Johnston for a more up to date information for forthcoming LAMMA event, which when received, agreed is to be place in the Parish Notice Board.

 

 

 

Notification of Parish Council Conference to be held on Monday, 9.November 2009 at Kelham Hall.  Any questions for the Conference to be forwarded to N&SDC by 26 October 2009.

52/09  Any other business

Reported problems of cars parking on Drove Lane, near  to entrance to entrance of  Newark Car Auctions because of internal alterations, thus making less car parking space available.  It was resolved to write to Newark Car Auctions making them aware of the concerns of the Parish Council.

 

Winthorpe Website – collated list of website hits on the Website from April-June was read out to meeting. 

Regarding usage, member asked if there were any comparative figures available of other websites
