Minutes of Winthorpe-with-Langford Parish Council Meeting.

Held in the Village Hall on Thursday, 20 September 2007

38/07     Co-option to the Parish Council

The Chairman welcomed new members of the Parish Council, Mrs S Masheder and Mrs K Waters, who duly signed the Declaration of Acceptance of Office.

 

39/07. Declaration of Interest:

Mr S N Jackson declared an interest in respect of Planning Application No. 07/01197/FUL.

40/07     To Receive and accept

These were accepted a true record and signed by the Chairman.

41/07.    Matters arising from the Minutes

Minute No. 29/07 a -Re materials to be used for priest stone and proposed plinth. Action:  No response - resolved to write to

Minute No. 29/07  b - Field Gate, entrance to field, located on left hand side as you enter village. C/F

Minute No. 29/07  c - Refurbishment of Village Sign. Action:  Matter progressing, not yet finished

Minute No.29/07  d - Grass cutting - Winthorpe   Action:  Meeting arranged, cancelled due to recent Floods.  J Shaw to be contacted again.

Minute No. 29/07  e -Wickstead Inspection Report:  Action: Held in abeyance for time being, because Mr North very busy.

Minute No. 29/07  f - Three Seats in village need re-varnishing.   Action:  Clerk reported Mr Platts could not carry out works, resolved to contact Mr C Smith.

Minute No. 27/07 g -Re. Footpath on Gainsborough Road, Winthorpe - Action: Nothing received from NCC, resolved to write again.

Minute No 27/07 l - Re. Conservation Area Appraisal - DC Mr M Dobson reported that all documentation/information gone to N&SDC, this will then go out to Public Consultation.  Re. Article 4 - DC Mrs M Dobson reported that three separate applications were going through the system.

Minute No. 27/07 m -Re., Street Lamp No. 9 a further log of lamp outage/on from April 19 to September 2 2007, collated by resident was handed to CC Mr V Dobson.

Minute No. 35/07 - Letter received from Mr A Johnston of Newark & Nott's Agricultural Society regarding the volume of traffic and management at the  LAMMA event   It was resolved to write back stating that the Parish Council feel that it should be made a condition of the letting, that the Police were involved in the management of the traffic.

DC Mrs M Dobson asked if any further correspondence could be copied to Kirsty Cole and Mr A Muter at DC.

42/07    Adoption by Winthorpe-with-Langford Parish Council, with any amendments of the Revised Model Code of Conduct for Parish Councils + Signing of Declaration of acceptance of Model Code for Parish Councils

DC Mrs M Dobson explained to members reiterating why Newark & Sherwood District Council has not adopted the Code of Conduct.

After discussion, it was agreed that the Parish Council are sympathetic to the points raised by DC Mrs M Dobson and similarly have decided not to adopt the Code of Conduct until these have been clarified.  It was resolved to write to Kirsty Cole at DC informing the DC of this decision.

 

43/07.    Review of Standing Orders:

Mr Aldridge requested an extension to the time to complete these Standing Orders.

44/07.    Invoices for Approval:

                D Lyne - Grass cutting in village. Three Invoices                                                                         £454.74                                                                

45/07     Amendments to Winthorpe-with-Langford Parish Council accounts for year 2006/7

               and Report from Internal Auditor.

                (Copies of amended accounts circulated prior to meeting)

The Clerk explained why the accounts had been amended - this was due to an amendment in the recorded VAT amount for the year 2006/7.  It was proposed by Mr Aldridge, seconded by Mr Thompson to approve the amendments.  Vote Unanimous.

The Internal Auditors letter was read out, with specific reference made to the recovery of VAT by the Parish Council.  The Chairman reported that he had written to all village organisations with accounts under the ‘umbrella' of the Parish Council stating that all Invoices must be made out to the Winthorpe-with-Langford Parish Council to recover the VAT.

 

 

46/07.    Planning Application

Planning Application No. 07/01037/ADV by ~D Dennis for relocation of existing roof and Total signage at the Friendly Farmer, A1/A17/A46 Roundabout, Winthorpe.

  • - It was agreed to object most strongly on grounds of visual pollution

The above application was circulated to members during the summer recess.

 

Planning Application No. 07/01271/TEL24 by D Hosker for installation of 12.5m slim line monopole and associated equipment cabinets at Newark & Nott's Agricultural Society, The Showground, Lincoln Road, Winthorpe.

  • - It was agreed to object most strongly on grounds of visual pollution.

 

Planning Application No. 07/01197/FUL by J Ward and BP Green for alterations and single storey rear extension to cottage at Low Wood Lodge, Gainsborough Road, Winthorpe.  Mr S N Jackson declared an interest.

The above application was circulated to members during the summer recess.

 

 Planning App. No. 07/01024/LBC and 07/01025/FUl by Mr Boland for erection of detached double garage with ancillary residential accommodation above and erection of single storey extension to dwelling at Low Wood, Gainsborough Road, Winthorpe.

  • - It was agreed to support the section of the application relating to the erection of the double garage with ancillary residential accommodation providing that a condition is imposed that it is tied to the house.
  • - It was agreed to object to the section of the application relating to the erection of a single story extension due to concerns relating to the alteration of a Listed Building.

The above application was circulated to members during the summer recess.

DC Mrs M Dobson informed the meeting that due to the concerns of a parishioner, the  plans been returned to the applicant for possible amendment, depending on response received for requested information from applicant,  the applications will go forward to the Planning Committee at N&SDC

 

47/07.    Correspondence

a)            Notification from N&SDC of a Rural Risk Resilience Conference to be held on 4 October 2007 at Kelham Hall, Newark.  Mr Aldridge and Mr Casterton agreed to attend this Conference.

b)            NALC Notification of Future Planning events and venues. 

c)             Letter read out from N&SDC regarding Private Sewers - proposed changes in responsibility - noted

  • d) Newark & Sherwood Community Safety Partnership -Notification of next meeting of the Community Safety Liaison Group to be held on Monday, 29 October 2007, at 7.00 pm in the Carriage Court, Kelham Hall, Newark.

Mrs Masheder and Mr Aldridge agreed to attend this meeting.

 

48//07      Any other business:- 

                Mr Wright reported on the Travellers, and how near it came to a repeat of the problems experienced the previous year. The Chairman reported that he had alerted all landowners.  It was noted that the locks to the field gate at the side of the School had been tampered with, but access not gained into field.

 

                DC Mrs M Dobson reported rubbish, including asbestos, had been removed by DC at land over level crossing at Holme Lane, Holme.  It was agreed to contact DC re replacing Litter Bin.
