Minutes of a meeting of the Winthorpe-with-Langford Parish Council.
Held in the Winthorpe Community Centre on Wednesday, 26 October 2011 at 7.30 pm.

49/11 Matters arising from the Minutes – no matters arising.
50/11 Reports:
a) Allotment Field (Mr G Thompson asked the Parish Council to note that his wife is an allotment holder)
The Chairman updated members on the outcome of the meeting held with the Winthorpe Allotment Holders (WAH).and the correspondence received.
Grass cutting – of the perimeter of the allotment field. The WAH had asked the Parish Property Trust (PPT) to be responsible for the cutting of the grass around the perimeter of the allotment field. It was noted that three cuts per year (spring, summer and early autumn) would cost, at the present time, £75 per year which would have to be paid out of rents received from the allotment i.e. £300 +. Following a very full discussion, it was unanimously agreed that rents for the allotments should be frozen,, at the present charge i.e. £25 per year for the next three years before reconsideration. In view of the fact that the Parish Council had already spent £700 (which includes a grant from NCC of £500) on the allotment field and it was anticipated there would be further expenditure in connection with the water supply and the maintenance of the hedgerow boundary on the Holme Lane frontage., the request of the WAH, that the initial proposed rental of £35 per year had been reduced to £25, that further expenditure should in all fairness be met by the members of the WAH and not the PPT.

a) Wicksteed Annual Safety Inspection of the play areas in the village.
Members unanimously agreed for this to take place. Clerk to liaise with Mr Foden regarding the inspection of play area, near to the Winthorpe Community Centre.
52/11 Risk Assessments/Safety Audits
Risk Assessments previously undertaken by Mr M Casterton and Mrs K Waters will now be undertaken by Mr A Leary and Mr L Cammack, subject to their agreement.
As not all of the members were in attendance at the meeting, it was resolved to defer further consideration of Risk Assessments until the next meeting.
53/11 Planning applications:
11/01245/FUL by Mr Hanson for single storey front extension, first floor rear extension and replace garage and carport with double garage (resubmission)31 Woodlands Winthorpe
Objection - Proposed alterations are too big for the width of the plot, and would have an overbearing affect on the character of the existing dwelling and surrounding area.
54/11 Newark and Sherwood District Council – consultation on Local Development Framework to consider comments regarding the proposals for submission to N&SDC from the Parish Council. (Noted the consultation date had been extended to 27 November 2011)
Mr Aldridge agreed to comment on this document on behalf of the Parish Council but specific reference was made to the section referring to the east side of the Showground, adjacent to the A17;noted the possibility of a Business/Retail Park.
It was felt that this whole area should be retained for leisure activities. In addition there were other Business Parks in the Newark area with vacant plots for lets/sale. At the same time, serious concerns were expressed regarding the flood risk in the area of the showground.A17 which could have serious consequences for Winthorpe. Any further covering over of the ground would result in the runoff water having to be channelled into an already inadequate drainage pope which passed under the A46 on its way to Winthorpe. This concern had previously been expressed to the N&SDC (P/App. No. 08/0235/FULM) when Mr R Allen had prepared and submitted a special paper on this application, which would appear to have been overlooked or ignored.
55/11. Correspondence:
Notification of N&SDC Parish Council Conference on 7.11.11 together with agenda.
Mr D Aldridge expressed a desire to attend.
Notts. Fire and Rescue Service – Diamond Jubilee Beacon. Letter asked if Parish Councils would like to take part in the lighting of a Beacon on the evening of 4 June 2011 (10:00 pm), which would be part of 49 other Beacons across the County. Mr S N Jackson agreed to look in this further and report back at the next meeting.
In the absence of Ms S Masheder, it was agreed that discussion on the Diamond Jubilee be deferred until the next meeting.
