Minutes of Winthorpe-with-Langford Parish Council Meeting.
Held in the Village Hall on Thursday, 15 October 2009

These were accepted as a true record and signed by the Chairman.
56/09 Matters arising from the Minutes:
Minute Ref. 47/09 a - Proposed Burial Ground. – Allotments. Mr Jackson reported that the planning application for ‘change of use’ was nearing completion to go into the Planning system.
Re. Enquiries – land availability for Allotments.
Mr Aldridge reported he would still try and clarify ownership of triangular piece of land on Holme Lane. This is to be investigated further.
Minute Ref. 47/09b Resurfacing of Chapel Lane, Winthorpe. – Ongoing
Minute Ref. 50/09 – Tree Preservation Orders – Winthorpe. Clerk reported that Mr Catchpole, Tree and Woodland Officer at N&SDC, had stated that there was not enough funding to carry out any further TPO’s, and the best way forward was to ask our local member, DC Mrs M Dobson, to pursue this on behalf of the Parish Council ..
Minute Ref. No. 48/09 Risk Assessment No. 10 – Clerk reported that risk assessment report had been passed to NCC Footpaths Dept.
Re. Damage to Jubilee Walk – NAIDB. It was reported that some repair had been carried out, but member’s felt that this was not good enough. Resolved to chase this with NAIDB.

59/09 – Planning Applications:
09//01445/FUL - Mr & Mrs Lewis, householder application for first floor extension over single storey to rear, single storey rear extension, dormer window on first floor rear roof slope and single storey extension to form lobby at 1 Old Rectory Court, Winthorpe.
- Object, with concerns: Plans appeared to be incorrect, overlooking nearby properties, and requesting provision of escape facility if fire in proposed extensions..
(Mr McClymont declared an interest, and did not take part in the discussion or vote on this application)
09/01434/FUL – Mr Kitson, householder application for single storey rear extension at Hargon House, Hargon Lane, Winthorpe.

09/01332/FUL – Mr Stewart for alterations to existing dwelling to create 2 self contained dwelling at 20 Hartgon Lane, Winthorpe.

60/09 Correspondence:
Notification from N&SDC of Parish Councils Conference to be held on 9.11.09 at Kelham Hall
Mr Aldridge and Ms Masheder expressed a desire to attend.
The Chairman informed the meeting about correspondence sent to NCC/Winthorpe Primary School regarding complaints received from Parents about street light fault on Thoroughfare Lane, Winthorpe. Question of who was responsible for the repair had been established through correspondence received as that of the School. – Noted
Notification from BT about option to adopt /sponsor Telephone Box in Langford. Before any decision is to be made by the Parish Council, Mr Wright agreed to approach parishioners in Langford to get their views on the proposal and report back to next meeting.
Wickstead Annual Inspection Report- Agreed to have this Inspection carried in conjunction with Winthorpe Community Centre, as previous year. Clerk to contact Mr Foden.
N&SDC – Consultation of Core Strategy Options Report – Document and enclosures passed to Mr G Thompson.
61/09 Any other business:
Re. Provision of Allotments:
Mr McClymont suggested that the Parish Field could be used if utilised correctly.Mr Allen reported that there was a lot of vandalism in that area. DC Mrs M Dobson asked for more detail, and agreed to take this to the next Safer Neighbourhood Group meeting.
