65/09 Matters arising from the Minutes:
Minute Ref. 56/09 a - Proposed Burial Ground. – Allotments. The Planning Application for the Change of use re the Burial Ground had been validated by N&SDC, and received by the Parish Council, therefore parishioners living near to the proposed site would be consulted about the Planning Application.
Provision of Allotment – Mr Jackson reported that he was due to meet with members of the Stewart family and Land Agent, Mr T Cooper to discuss a possible resolution to the provision of allotments in the village. Members agreed that Mr Jackson should pursue this matter on behalf of the Parish Council.
Minute Ref. 56/09 b Resurfacing of Chapel Lane, Winthorpe. – Ongoing
Minute Ref. 56/09 – Tree Preservation Orders (TPO) – Winthorpe. DC Mrs M Dobson reported that she had not been able to contact Mr Catchpole, Tree and Woodlands Officer at DC.
Minute Ref. No. 60/09 –
Mrs Masheder gave a verbal report on the Parish Council Conference she attended, specifically the workshop on ‘Warm Street’ – grant forms were hand to Clerk to file.
Mr Aldridge also reported on a presentation given by Mr Chris Charnley, Officer from NCC, on Highways.
Re. BT Phone box- Langford.
Mr Wright informed the meeting that 75% of parishioners were in favour of sponsoring/adopting the phone box, further investigation was required because if the phone box was to be adopted, there would be a fee for the disconnection of the electricity supply, if electricity supply was to be kept; there was an estimated charge of £20.00 per year for the electricity supplied. Mr Wright agreed to speak to the parishioners of Langford again on the matter.
66/09 – Risk Assessments
Re. Risk Assessment No. 4 - Salt Bins (Hargon Lane/Corner of Holme Lane) and entrance to village.
Mr Thompson reported:
Salts Bins located at Hargon Lane, and corner of Holme Lane – in order.
Salt Bin located at entrance to village – still needed to be replaced due to fire damage, and then refilled with salt.
Clerk to contact Mike Keeling, Officer at NCC about replacement of Salt Bin.
67/09 Invoices for approval
Winthorpe Village Hall – Payment for use of Hall for meetings Nov 07 – Sep. 09 £164.00
Langford Parochial Church Council £150.00
Clerk had noted that this cheque had not been cashed, resolved to cancel cheque and reissue.
Clement Keys – audit costs of Parish Council accounts for 2008/9 £155.25
P Hemphill – reimbursement of payment for Ordnance Survey maps required for P/Application for B. Ground. £ 21.00
a) Report - Winthorpe Bonfire Night Account for 2009
Copy of draft account of Bonfire Night Account circulated prior to meeting.
It was reported that the event went very well. Mr Aldridge passed a vote of thanks to the organisers for such an enjoyable event.

Winthorpe Primary School – Electricity and cleaning costs. Re. School Toilets on event night £ 50.00
Clerk reported that there was a query on the Event Account brought up by the Internal Auditor in relation to
Bonfire Account 2008 – a final figure to be paid to the Youth Club will be worked out taking into account this query.
b) Review of Accounts in respect of Precept for 2010/11
Copy of a proposed budget circulated to members prior to meeting.
Members to approve Precept for 2010/11 at next meeting.
68/09 Planning applications
09//01445/FUL - Amendment - Mr & Mrs Lewis, householder application for first floor extension over single storey to rear, single storey rear extension, dormer window on first floor rear roof slope and single storey extension to form lobby at 1 Old Rectory Court, Winthorpe.
- Reiterate previous comments; Object, with concerns: Plans appeared to be incorrect, overlooking nearby properties, and requesting provision of escape facility if fire in proposed extensions..
- (Mr McClymont declared an interest, and did not take part in the discussion or vote on this application)
09/01448/FU- L Winthorpe With Langford PC for Change of use of land of open space to burial ground at Field Reference Number 5254 Hargon Lane Winthorpe (Declaration of Interest – see above)

09/01499/FUL Mrs Carol Jacques fur Erection of field shelter on concrete base at The Old Gamekeepers Cottage 1 Holme Lane Langford,
Query raised re siting of shed near to monument site.
DC Mrs M Dobson agreed to enquire on behalf of the PC about this query to Planning Dept, D
a) N&SDC – Consultation on Core Strategy Options Report.
Mr Thompson gave a verbal response to the meeting on his views and how the village of Winthorpe would be affected etc within the Core Strategy. A more detailed response was to be collated by Mr Thompson, and Mr Aldridge. DC Mrs M Dobson thanked Mr Thompson for the initial report presented to the meeting. By Mr Thompson.
69/09 Correspondence:
Letter received NCC regarding financial status of the County Council for the forthcoming financial year and the implications and affects on the services provided by the NCC.
Notification from NCC of temporary closure of level crossing at Holme Lane, Winthorpe. From 22:45 hours Mon. 23.11.2
- To 05:25 hours Tues. 24.11.09.
N&SDC Re. Parish Councils Conference – feed back form. Passed to Mr Aldridge to complete.
70/09 Any other business:
Mr Allen reported that the potholes on Drove Lane were very bad, and noted people taking photographs of them.
Members presented with Crime Statistics of Newark and Sherwood. Noted Winthorpe was considered a low risk.
The Chairman reported correspondence that had been sent to the Schoolm following complaints received from Parents, regarding a street light outage within the grounds of the School, which had not been repaired. Noted this was the responsibility of the School
