Minutes of a meeting of the Winthorpe-with-Langford Parish Council.

Held in the Village Hall on ~Thursday, 17 November 2011 at 7.30 pm.

Having previously been circulated, these were accepted as a true record, and signed by the Chairman.

 

Allotment Tenancy Agreement between Winthorpe Allotment Holders and Parish Property Trust

 

Mr C Baker, Mr D Barthorpe and Mrs L Lyons,as  members of the Winthorpe Allotment Holders signed the agreed Tenancy Agreement between the Parish  Property Trust (WPT) and the Winthorpe Allotment Holders, AsTtrustees, .Mr S N Jackson, Mr D Aldridge and Mr R Allen, signed this on behalf of the Trust.

 

59/11 Matters arising from the Minutes

Minute Ref. 49/11 a  Allotment Field – still waiting for the problem of the connection of water to be resolved.

Minute Ref. 49/11b  Adoption of phone box  Langford.

As this matter had been on the Action List for a very long time, it was resolved to write to BT about the adoption of the Telephone Box, as it was mentioned that the whole process was being held up by an objection made by English Heritage to the telephone box being removed.   DC Mrs M Dobson agreed to speak to Mr Wilkinson, Officer at DC on this matter as well.

Minute Ref. 49/11 c Tree Preservation Order of Trees; Gainsborough Road, Winthorpe.

DC Mrs M Dobson reported that at the present moment there was not a tree and woodlands officer at DC, so therefore there was nobody monitoring tree work applications within the District. .DC Mrs D Dobson asked if the Parish Council would like to take part in a pilot scheme, which would run for twelve months.  Focal Point would initially supply the information on how parishioners can register any tree works the N&SDC. It was suggested that members hold the forms and make these available to residents, once filled in these are checked by members and then returned to DC.

.

 After discussion, members agreed to take part in this pilot scheme, and also that a supply of forms are retained by members. .DC Mrs Dobson agreed to ask Mr Wilkinson if he would draft an article for Focal Point.

 

Minute Ref. 49/11 d Diamond Jubilee/Village Festival

Diamond Jubilee Walk Way. (Discussed at September meeting)

The Clerk confirmed that a letter was on route from the Trustees of the Winthorpe Community Centre confirming that they had no objections to the public right of way; Jubilee Walk going through the site.

 

Diamond Jubilee/Village Festival

 Ms S Masheder, with colleague Mr J Baker-Smith (Festival Committee) reported  the suggestions put forward from a recent Festival Committee meeting held.  Ms S Masheder commended the involvement of Parish Councillor, Mr G Thompson’s son, who had agreed to liaise with the School and Mr V Marshall Youth Leader at the WinthorpeYouth Club..

 

Queen’s Diamond Jubilee Beacon – Mr S N Jackson reported that a suggested site for the lighting of a Beacon at Langford Moor was not now needed, as it would not be triggering within a chain of other beacons across the County.

 A suggested site for a bonfire is the field where the annual bonfire is held..

 

After a brief discussion, it was resolved that a Public meeting is held to ask organisation/groups how they want to celebrate the Diamond Jubilee. An Item is to be placed in the January issue of Focal Point, with a date for a Public meeting in late January or early February.  Ms S Masheder informed members that there is another meeting of the Festival Committee before Christmas.

 

Mr. S N Jackson informed members that he had received information from Balfour Beatty and that there was a possibility of a very interesting talk/presentation being given by Balfour Beatty on artefacts found on the A46 whilst the dualling works were taking place.  Members agreed that at the Public Meeting, the discussions for the Diamond Jubilee could take place first, followed on by the talk/presentation from Balfour Beatty.

It was agreed to look into dates and the availability of the Winthorpe Community Centre in late January or early February.

 

Mr J Baker-Smith left the meeting at this point.

 

With regard to a Bonfire/Beacon, DC Mrs M Dobson offered to look into grants/funding for an event on behalf of the Council..

It was generally felt that any money raised is used for the benefit of the community.

62/11  Planning Applications

Re. Allocation Newark and Sherwood District Council – consultation on Local Development Framework to consider comments regarding the proposals for submission to N&SDC.

Submission from Winthorpe with Langford Parish Council.

DC Mrs M Dobson reported that the concerns raised by the Parish Council in their submission on the flooding issues on any proposed future development on or near to the Showground/Mastercare site will be given priority by Mr P Wilkinson, Head of Planning Services at DC.                      

 

63/11 Risk Assessments/Safety Audits

Risk Assessment Nos. 2,3,5,6 and 7 returned, any action required resulting from the assessments will be reported at next meeting.

64/11 Correspondence:

Notification from N&SDC regarding Precept requirement for Winthorpe with Langford Parish Council for 2012/13 has to be sent to DC by 16.1.12.

 

65/11 Any Other Business

Mr Allen reported that due to NCC workers carrying out road repairs near to the Showground, during the time of a very busy event taking place at the Showground, traffic entering the Showground was brought to a standstill, with a knock on effect which lead to traffic chaos and congestion on the surrounding roads. He felt that there was a communication breakdown between NCC and the Newark and Notts. Agricultural Society about notification of major events that are taking place at the Showground.

It was resolved to write to Councillor Richard Jackson, NCC Portfolio Holder for Highways on the question of what would appear to be lack of communication between NCC and the Newark and Nott’s Agricultural Society.

It has been brought to the Parish Councils attention b one or two local residents that a stranger has been noted in the village taking photographs with a zoom lens camera.  When approached the individual concerned quickly walked away.  Due to the delicate nature of this matter, it was resolved to place a carefully worded note in the next issue of Focal Point.
