Minutes of Winthorpe-with-Langford Parish Council Meeting.

Held in the Village Hall on Thursday, 21 May 2009

Present:

 

Mr S N Jackson, Mr D Aldridge, Mr R Allen, Mr B Wright, Mrs K Waters, Mr McClymont, Ms S Masheder

12/09 Apologies for absence were received from the following members, with explanation and accepted:

Mr G Thompson and Mr M Casterton

 

CC Mr V Dobson left at the end of the Annual Parish Meeting.

 

13/09     Election of Chairman

The Clerk took the Chair and invited nominations for the position of Chairman.  Mr Jackson was proposed by

Mr Aldridge, and seconded by Mr McClymont.  There were no other nominations and Mr Jackson was re-elected unanimously.

 

14/09     Election of Vice Chairman.

Mr Jackson took the Chair and invited nominations for Vice Chairman.  Mr Allen was proposed by Mr Aldridge and seconded by Mr McClymont.  There were no other nominations and Mr Allen was re-elected unanimously.

 

15/09   Mr D Bullen – Proposed Langford Conservation Area

Mr Bullen, Conservation Officer at N&SDC, circulated to the meeting Boundary maps of Langford.

Mr Bullen explained and outlined to the meeting the procedures and process required for Conservation Area status for Langford.  Following discussion, it was proposed by Mr Wright, seconded by Mr Allen, and unanimously agreed and approved by members to ask the N&SDC to start the process for Langford village, and Langford Hall, especially the trees within the parkland of the Hall, to be included within a Conservation Area.

 

 

16/09     Nominations of representatives on outside bodies.

Mr Stewart and Mr Casterton had already confirmed at the meeting of the PC held on 19 March 2009, that that they were happy to continue to represent the Parish Council on the Winthorpe Community Centre Board of Trustees. 

.

Mr Aldridge confirmed that he would continue to represent the Parish Council on the Newark & Sherwood Safety Partnership.

Re. Bonfire Night.  The Chairman suggested that someone on the Parish Council should be involved with the organising/assisting of the Bonfire Night event.  Mr Thompson was suggested as an ideal candidate for this position, as he had young children.  In his absence, and subject to his agreement, Mr Thompson’s name was put forward.

Ms S Masheder volunteered to be the Parish Council’s representative on the Special Events Committee, it was noted that a Public Meeting was due to be held in the WCC on 22.05.09 regarding the Festival.

 

17/09     Minutes of meeting held on 16 April 2009.

These were accepted as a true record and signed by the Chairman.

 

18/09     Matters arising from the Minutes

Minute Ref. No. 113/08Re-surfacing of Chapel Lane, Winthorpe DC M Dobson reported that CC V Dobson was waiting for a reply from Officer at NCC Environment Dept.

Minute Ref. No. 115/08 - Winthorpe P.P.T. – Winthorpe Village Trust

Mr Woodcock confirmed he was willing to serve as a Trustee on the Winthorpe Village Trust.

Mr Richardson to be approached.

Minute Ref No. 10/09 – Best Kept Village Competition.

As Mr Casterton was not in attendance, it was agreed not to pursue the matter further. It was felt that entry into such a competition, needed a lot more preparation, it was suggested that this item is placed on the agenda in October. 

19/09.        Meeting Dates for 2009/10 – to be ratified

(Dates circulated prior to April meeting)

Members accepted dates for meetings for 2009/10.

20/09.    Risk Assessments:

Risk Assessment Forms passed to members present.

 

21/09.      Invoices for approval:

Quote received from S Paver and Sons for supplying and fixing of Dog Bin to be sited at Holme Lane @ £258.00 + vat.

It was proposed by Mr Aldridge, seconded by Mr McClymont to accept the quote and go ahead to having the Dog Bin sited etc.

22/09.     Planning applications

a)  N&SDC – Draft Strategic Housing Land Availability Assessment for Winthorpe

The Chairman gave details to the meeting of SHLAA presentation held at N&SDC.

As the Parish Council had to respond to the document by 29 May 2009,  it was agreed that 4 members (Mr McClymont, Mr Aldridge, Mr Jackson and Mr Casterton) of the Council meet, and draft a response for the PC and the Parish on the SHLAA submissions for Winthorpe.

 

Re. P/App. No. 09/00529/FUL by Miss J Reek, Householder application for replacement double garage at 1 Hargon Lane Winthorpe

-          No Objection.

                                                                    

23/09.    Correspondence

Notification received from NCC of Civic Service to be held on 12 July 2009 at Southwell Minster. – Noted.
