Minutes of Winthorpe-with-Langford Parish Council Meeting.
Held in the Village Hall on Thursday, 16 May 2007

Adoption by Winthorpe-with-Langford Parish Council, with any amendments of the Revised Model Code of Conduct for Parish Councils + Signing of Declaration of acceptance of Model Code for Parish Councils and signing of Notification by a member of Parish Council of Interest Pursuant to Section 81(i) Local Government Act 2000 by members of Winthorpe-with-Langford Parish Council
There was a very full discussion on the Revised Model Code of Conduct for Parish Councils, during which DC Mrs M Dobson advised the Parish Council of the discussion and course of action taken by the Newark & Sherwood District Council on this matter. It was resolved that for the present time, the matter not be preceded, and no further action taken at this time. The matter to be raised for further discussion.
Members duly signed the Declaration of Acceptance of Office for a Parish Councillor
•2. Election of Chairman
The Clerk took the Chair and invited nominations for the position of Chairman. Mr Jackson was proposed by
Mr Aldridge, and seconded by Mr Allen. There were no other nominations and Mr Jackson was re-elected unanimously.
3. Election of Vice Chairman.
Mr Jackson took the Chair and invited nominations for Vice Chairman. Mr Allen was proposed by Mr McClymont and seconded by Mr Casterton. There were no other nominations and Mr Allen was elected unanimously.
4. Declaration of Interest
No Declarations of Interest given.
•5. Co-option of three additional members to the Parish Council
The Chairman reported that two residents had expressed an interest in being co-opted on to the Parish Council; Karen Waters and Gary Thompson. It was unanimously agreed to accept these co-options. Clerk to inform the two persons of the Parish Councils decision with an invitation to the next meeting. It was also agreed he approach a third possible interested local resident to serve on the Parish Council as a co-opted member and report back to the next meeting.
6. Nominations of representatives on outside bodies
Mr Stewart and Mr Casterton had confirmed that they were happy to continue to represent the Parish Council on the Winthorpe Community Centre Board of Trustees. Mr Stewart was confirmed as the Chairman of the Parish Council's Special Events Sub-Committee for 2007/8.

Mr Aldridge confirmed that he would continue to represent the Parish Council on the Newark & Sherwood Safety Partnership.
- 7. To Receive and accept:
- a) Minutes of meetings held on 19 April 2007.
- These were accepted as a true record and signed by the Chairman.
8. Matters arising from the Minutes:
a) Re materials to be used for priest stone and proposed plinth. Action: Still waiting for drawing from artist.
b) Field Gate, entrance to field, located on left hand side as you enter village. C/F
c) Public Liability Insurance Cover. Action: All events in village covered, agreed to renew Insurance with Allianz Cornhill
d) Refurbishment of Village Sign - Update. Action: Progressing
e) Grass cutting - Winthorpe - Action: Deferred.
g) Wickstead Inspection Report. - Action: Mr North busy, meeting to be arranged
h) Traffic Noise A1 - Reply received from Highways Agency, to be placed in Notice Board, copy to parishioner.
i) Re. Meeting with Newark & Nott's Agricultural showground, Winthorpe with Langford and Coddington Parish Councils and the District Council. Problems with LAMA and traffic managements raised at the meeting. The Chairman read out to meeting response received from Newark and Nott's Agricultural Society which he felt was positive.
j) Re. Footpath on Gainsborough Road, Winthorpe. Noted work not done.
k) Provision of new Burial Ground DC Mrs M Dobson agreed to contact Mr P Strudwick, Chief Accountant, (Asset Management) at District Council on behalf of the Parish Council to look into queries on land in the village.

11. Risk Assessment:
To be re-assessed when new Councillors appointed.

- 14. Correspondence:
- N&SDC - Renewal of Dog Emptying Contract for 2007/8
- It was unanimously agreed to renew this Contract with DC.
- Various documents received from government authorities on revised Code of Conduct - noted
Lincolnshire County Council - Statement of Community Involvement document, now at the Submission Stage as is available for comments on the website http://www.linclnshire.gov.ukl/ or can be viewed at specific locations - noted
Various leaflets and booklets.
15. Any other business.
Re. Clean Neighbourhood and Environment Act 2005 - Control Orders. DC had asked the Clerk for a decision from the Parish Council on the above document.
After discussion, it was resolved not to seek or apply for any such Orders in the village, and to leave the existing Orders to the District Council.
It was reported to the meeting that an area in front of the car park of the Lord Nelson Public House had been tarmaced,
and this was agreed a considerable improvement. Query raised re common land in this area.
