Minutes of a meeting of the Winthorpe-with-Langford Parish Council.
Held in the Village Hall on Thursday, 16 June 2011 at 7.30 pm.

21/11 Declarations of interest: No Declaration of Interest given.
22/11 At this point the meeting was suspeneded to LLOW AN INFORMAL DISCUSSIION WITH REPS FRIN elK MOTIRSP IN CONNECUON WITH P/App. No. 10/01684/OUTM by Elk Motorsports for erection of a new steel portal building comprising of a workshop, reception, briefing room, machine room and toilets, plus extension to the existing Go-Kart track. Demolition of existing building and toilet block and creation of new parking area, close to Drove Lane at Elk Motorsports, Drove Lane, Winthorpe – discussion with applicants on specific points relating to the application.
Noise Report – Mr Tavis Kirk assured the Parish Council that there will be no further use IF motor cycles on the track/ circuit. During the lambing season, local farmers will be notified on any events which may BE TKING place in the evening.
Workshops: Concerns raised by the Council on the PISSIBLE manufacture AND OR /repairs of go-karts FOR GENERAL SALE AND USE THROUGHOUT THE COUNTRY. Mr Kirk assured the Parish Council that the site woiuld obnly be used for repairs and mainyevaxne for those go karts usd onthe drove lane circuit. He stated that he would not be manfacutinmg g ir reping for anywhere else inthe counbtyr..
Extended opening hours – Concerns raised by Council that the evening events would overrun past the time stated in the application. Mr Kirk agreed that he would stipulate that engines would be switched off by 9.00 pm at the latest, which would give half an hour for visitors to vacate the premises.
Proximity of A46 – detraction to drivers in the A46. It was felt a site visit would be beneficial to enable a more realistic judgement on these issues. This was arranged for the following Saturday morinng with as many members to attend as possible.

Matters arising from the Minutes
Minute Ref. 16/11 a Proposed Burial Ground. – District Councillor Mrs M Dobson confirmed that as far as she was aware the legal processes had been completed by the Distract Council. The Parish Council Solicitor, Mrs Frances Kelly is to be contacted for an update on the progress of the matter.
Allotments – It was reported that nearly all the allotments had been let. Regarding the provision of water to the allotment.t Club. The Chairman agreed to contact Mr Feraday regarding the possibke connecion to thte water supplty to the cricket pav in the fild. connection to the junction into the field. Costs for the connection - A list of accredited plumbers had been provided by and STW. And It was agreed to seek quotes for a possible alternative water connection and location.
Re. Legal Agreement between the Council and the Winthorpe Allotment Association (WAA). The Chairman reported that a legal agreement was being drawn up shortly and hopefully would be signed bedore end of sept,. Noted that the Insurance for the allmertb wioyld be pvoded by the llotment Holders Assoc.ty.
Minute Ref. 16/11b – Adoption of Phone Box – Langford –District Councillor Mrs M Dobson agreed to look into this, on behalf of the Council, and check with English Heritage, as she felt this matter should have been resolved a long time ago.
Minute Ref. 16/11c – Tree Preservation Order of trees – Gainsborough Road, Winthorpe – List to be finalised - ongoing.
Minute Ref.1 6/d - Diamond Jubilee/Village Festival. Ms S Masheder informed that the Sunday, Monday and Tuesday( 3rd 4 5 June 2012) were the national days for celebrating, the queend D Jub. with the Sunday specifically for street parties.
25/11 Co-option – Parish Council
An e-mail was received from Mr A Leary, a parishioner living on Hargon Lane, applying for the vacancy on the Council. An application from Mr M Casterton had been withdrawn. It was unanimously agreed to co-opt Mr Leary as a member of the Parish Council. Clerk to inform Mr Leary of his successful application and forward to him copies of relevant documentation and dates of meetings in time for the next meeting.

D Lyne – grass cutting in the village £280.38
Ms S Masheder queried whether a booking form with a fee of £25.00 was required for the Winthorpe Community Centre in relation to the upcoming Festival as this was related to insurance cover. The Chairman agreed to investigate this before the event on 16.7.11.

Re. P/App. No. 11/00580/FUL by S Hanson for proposed ground floor front extension, rear first floor extension; replace single garage and car port with double garage with pitched roof over to side elevation at 31 Woodlands, Winthrop.
Refused Full Planning Permission.

DC Mrs M Dobson outlined to the meeting the incident/event that had taken place at a meeting at Kelham Hall and the resulting article which was reported in the Newark Advertiser. The article stated that a vote had been to ban DC Mrs Mrs Dobson from speaking, and this was carried 37-9..
Following a discussion, it was unanimously resolved that the Parish Council writes to the Chief Executive, Mr A Muter at N&SDC objecting to the action taken, as the Parish Council is being precluded from representation by its elected District Councillor. It was agreed that a joint letter from all the parishes within the Winthorpe ward which (B in w, Copddington and WPc)DX Mrs M Dobsonraised no objection to this cause of action..
Notification of overgrowi hedge on Gainsborough Road, Winthorpe reported to the meeting. Clerk to write to householder.
Three signatories were required to sign cheques, and due to Mr Casterton no longer on the Council, there was at the present moment only two signators. It was agreed that Mr R Allen is added to the list of Parish Councillors who are authorised cheques on behalf of the Council. And the Clerk was to provide an appropriate mandate formsfrom HSBC bank for next meeting.
Mr D Aldridge gave a verbal report on a Besthorpe Liaison meeting he recently attended.
DC Mrs M Dobson informed the meeting that each chairman within her Ward would be receiving a copy of the Localism Bill for studying during the summer recess, with a view to a group meeting of local parishes being arranged in October. This was to give plenty of time for the content of the Bill to be digested and for work ideas to be put forward as to how money could be saved with Pc’s working tog.
Noted next Safer Neighbourhood meeting was to be held at Barnby in the Willows 17 July 2011.
