Minutes of Winthorpe-with-Langford Parish Council Meeting.

Held in the Village Hall on Thursday, 21 June 2007

The Chairman welcomed new member Mr G Thompson to the meeting.  Mr Thompson duly signed the Declaration of Acceptance of Office for a Parish Councillor.

 

Adoption by Winthorpe-with-Langford Parish Council, with any amendments of the Revised Model Code of Conduct for Parish Councils + Signing of Declaration of acceptance of Model Code for Parish Councils and signing of Notification by a member of Parish Council of Interest Pursuant to Section 81(i) Local Government Act 2000 by members of Winthorpe-with-Langford Parish Council.

 

Copies of the Standards Board for England Booklet ‘The Code of Conduct - Guide for Members 2007' was passed to members in attendance at the meeting.

 

Following a discussion, it was resolved to defer this item until the next meeting, which will give members time to study the Booklet and draw up a ‘Code of Conduct' document for the Parish Council based on the information provided.

 

14/07.    Co-option to the Parish Council

Members reported that resident; Mrs Susan Masheder had expressed an interest in being co-opted on to the Parish Council.  It was unanimously agreed to accept Mrs Masheder as a co-opted member of the Parish Council.  Clerk to inform Mrs Masheder of the Parish Councils decision with an invitation to the next meeting.

 

15/07. Declaration of Interest:

No Declarations of interest received.

Letter received from Mr Casterton dated 17 May 2007, informing the Parish Council that the new co-opted member of the Parish Council, Mr G Thomson is his Son-in-Law and this was in compliance with Standing Order No. 52 informing the Parish Council of this fact.

17/07.    Matters arising from the Minutes

Minute No. 8/07 a -Re materials to be used for priest stone and proposed plinth. Action:  Drawing expected for next meeting

Minute No. 8/07  b - Field Gate, entrance to field, located on left hand side as you enter village. C/F

Minute No. 8/07  c - Refurbishment of Village Sign. Action:  Matter progressing

Minute No. 8/07  d - Grass cutting - Winthorpe   Action:  Arranged meeting cancelled on two occasion by Mr J Shaw from NCC.  It was resolved to write to CC on this matter.

Minute No. 8/07  e -Wickstead Inspection Report:  Action: Held in abeyance for time being, because Mr North very busy.

Minute No. 8/07  f - Three Seats in village need re-varnishing.   Action:  Due to Mr North being busy, it was resolved to contact Mr J Platt to carry out work.

Minute No. 8/07 g -Re. Footpath on Gainsborough Road, Winthorpe.  CC Mr V Dobson had visited the site again, and noted work still not carried out.  He was due to revisit with an Officer from NCC shortly.  It was noted that the damage was caused by vehicles driving over the footpath, which did not have the provision of a dropped kerb.

Minute No. 8/07 k - Re. Provision of Burial Ground - Winthorpe.  DC Mrs M Dobson reported that following contact with Mr Strudwick at DC, the matter was slowly progressing.  An Asset Management meeting was due to be held within the next month, where it will be clarified if certain areas within the village are owned by the DC.

Minute No 8/07 l - Re. Conservation Area Appraisal - Winthorpe, DC Mrs M Dobson reported that District Council had received an objection to the proposed new Conservation Area Boundary from a parishioner.  The Conservation Area Appraisal had been temporarily withdrawn to give time to respond to the parishioner fully.  This item would be going forward to the next Cabinet meeting, where she expected it to be approved. (Copy of all correspondence relating to this item had been sent to the Chairman)

Minute No. 8/07 m -Mr Casterton reported that Street Lamp No. 9 on The Woodlands was still causing a problem, even though this had been reported and inspected by NCC, with new fittings and bulb being replaced. The Lamp would only work for a short time before going out.  A resident had kept a record of these activities and had noticed that the Lamp had only worked for 3 days out of the last 9 weeks.   The resident was very concerned because the Street Lamp was strategically placed to light up the Jitty which ran from Gainsborough Road to the Woodlands.  CC Mr V Dobson requested a copy of record provided by the resident, and would then pursue this.

 

18/07.    Review of Standing Orders:

                It was agreed that Mr Aldridge and Mr Casterton look through the present Standing Orders and bring back any recommendations to the next meeting.   DC Mrs M Dobson advised the Parish Council to contact Karen White at DC to clarify any queries.

 

19/07.    Review of Local Crime Statistics for Winthorpe and Langford Parishes.

                (Copy of Crime Statistics provided by Newark & Sherwood Community Safety Partnership was circulated to members prior to the meeting)

                After studying the Statistics, members commented on the crime figures for Winthorpe Parish, but noted that the Crime figures also included the area of the Newark Showground.  DC Mrs M Dobson stated that if it was the wish of the Parish Council, then the Safer Neighbourhood meeting could be amalgamated with Coddington to work together on these problems.  It was resolved, however to accept these figures for the present time and take action if the need arose in the near future.

 

20/07.      Review of Risk Assessments

It was agreed to defer this item to the next meeting, where a list of the Risk Assessments would be circulated to all members.

21/07.    Invoices for Approval:

22/07.    Planning Application

07/00771/ADV by Iveco Ltd for erection of illuminated 6 metre high pylon sign, non-illuminated directional sign, illuminated gable end signs, and illuminated wall signs at Curry's Distribution Centre, Head Office, Long Hollow Way, Winthorpe.

- It was agreed to Object most strongly on grounds of visual pollution

 

23/07.    Correspondence

a)            Thomas Brewer Trust - amendment to Articles:

The Chairman updated new member of the Parish Council, Mr G Thompson on what had taken place, leading to present date (Copies of all relevant correspondence on the matters circulated to members prior to the meeting)

Following a brief discussion, it was concluded that the matter should not be given any further debate.

b)            N&SDC - Notification of Training of the Code of Conduct and Outlining of the Local Investigation Procedures - further training session on 27.6.07. at Kelham Hall, Newark.

  • Names of members wishing to attend passed to Clerk. (subsequently this training session was cancelled)
  • c) NRCC - new training opportunities. Training course from September onwards, questionnaire attached, asking for suggestions for the type of courses that may be required. Information passed to Mr Aldridge.

d)            Notification from N&SDC for application for variation to Premise Licence by Total Garage, Winthorpe - noted.

e)             Re. Website Statistics - collated by Mr M Smith, and circulated to members.

From the Statistics provided, it was noted that the Focal Point online and Village History section had the most ‘hits'.

The Chairman reported that the Lord Nelson, the Post Office and the Nott's & Newark Showground wanted to expand the information put on their pages, and that he had received enquiries from various commercial sources within and outside the village about advertising on the Website.

Following a discussion on the matter, it was proposed by Mr Aldridge, seconded by Mr Allen to limit adverts on the Village Website to commercial businesses that operate solely within the Parishes of Winthorpe, Langford and Holme.  Vote Unanimously agreed

 

24/07      Any other business:

a)            Mr Casterton reported that a parishioner had expressed concerns to him about the state of the roads in the Village.  DC Mrs M Dobson reported that CC Mr V Dobson would deal and pursue this matter with NCC.

Re. Chapel Lane, Winthorpe.  It was resolved to remind NCC periodically of the proposed scheduled works to be carried out on Chapel Lane, Winthorpe.
