Minutes of Winthorpe-with-Langford Parish Council Meeting.
Held in the Village Hall on Thursday, 15 March 2007

3. Minutes of meeting held on 15 February 2007
The Minutes were passed as a true record, subject to the amendment below.
Item 8 Last paragraph to read: ‘After discussion, it was proposed by Mr Jackson, seconded by Mr Stewart to have a trial period of the website for 2 years, which will be set up and managed by Mr R Smith for a payment of £375, with a monthly charge for maintaining the website. Vote: For 5, Against 2.'
4. Matters arising from the Minutes:
Materials to be used for priest stone and proposed plinth. Action: Drawing to be received for next meeting.
Field Gate, entrance to field, located on left hand side as you enter village. C/F
Public Liability Insurance Cover. Action: C/F.
Refurbishment of Village Sign - Update. Action: Ongoing.
Village Notice Board - Action: Clerk to contact Mr North
Grass cutting - Winthorpe - Action: Clerk to contact NCC again.
Wickstead Inspection Report. - Action: Clerk to contact Mr North re. Fencing repairs.
Re. Wickstead Inspection Report.
With the agreement of the Community Centre, it was agreed to ask for one inspection to be carried out for the Skate Board Park and Play Area in November. Agreed that the Invoice be sent to the Parish Council (as the PC can claim back its VAT) net costs to be split with the Community Centre.
Re. Conservation Area Appraisal.
DC M Dobson reported that the Cottages (including Post Office) on Gainsborough Road and extending to the area around the back of the School was to be included in the Conservation Area. Mr Bullen, Conservation Officer at DC to walk through village during the next week.
Re. Newark Town Council.
Letter received from NTC in connection with Newark Times addressed to the Clerk. J Hanrahan, Clerk to the NTC, requested an initial meeting to discuss matters of mutual interest. After a discussion, it was resolved to write back asking for further information on the items which could be discussed at such a meeting.
Re. Proposed amendment to Brewers Trust -. Charity Scheme.
The Chairman read out the detailed response received from the Charity Commission informing the Parish Council that Charity Trustees now have the statutory power, under Section 74D of the Charities Act 2006 to amend its trusteeship.
Following a discussion, it was resolved to reply, stating that the contents of the letter had been noted and to send a copy of the Notice of the proposed amendment.
Re. Website for Parish
Contract received from Mr R Smith. The Contract was signed by the Clerk with the agreement of the meeting.
A parishioners present at the meeting expressed his concern at what he felt was an increase in traffic noise from the A1 since the recent resurface work had been completed and questioned if the correct surfacing had been applied..
Following a discussion, it was resolved to:
Place an article in Focal Point about the matter, asking parishioners to contact Mr Jackson, if they had similar concerns. A survey could be produced if enough response was received.
Write to Highways Agency (Copy to Patrick Mercer MP)
Depending upon the response received from the Highways Agency,
DC Dobson suggested a meeting could be arranged with surrounding parishes, which had similar traffic problems, and to involve P Mercer MP.
P/App. No. 07/00120/FUL by D B Mathias for the erection of two single storey portacabins within existing lorry park at Curry's Distribution Centre, Long Hollow Way, Winthorpe. - No Objection.
6. Invoices for Approval:
D Lyne - regarding grass cutting requirements for the Parish for 2007/8. It was agreed to accept Mr Lyne's quote for the 2007/8 season, as the terms were the same as 2006/7.
7. Correspondence:
WSP - Strategic Flood Risk - Flooding questionnaire - passed to Mr Casterton.
Notification from K Cole, DC stating that because the DC at present had no problems with the Showground, it had been decided that a meeting with the Newark & Nott's Agric. Society was not to go ahead.
Due to the various events to take place during the year at the Showground and that adversely effected Winthorpe, it was resolved that a meeting should be held. K Cole at DC to be contacted on the matter.
Mr Allen, living near to the Showground, reported to the meeting that 11 vehicles had crashed into his boundary fencing over the past 3 months or so.
CC V Dobson stated that that there was a problem with HGV's using the route to cut across Drove Lane.
CC Dobson asked if Mr Allen could provide a list and forward this to J Freeman, Customer Service at County Council. - With a copy to CC Dobson.
NCC - Draft Rights of Way Implementation Plan with CD - passed to Mr Aldridge and Mr Casterton.
8. Any Other Business
Mr Stewart asked it the Parish Council could write to NCC asking if the proposed works on Chapel Lane could be put into the programme for the next financial year.
Reported to meeting areas in village requiring the attention of the DC Litter Hit Squad. Clerk to forward these on.
A problem with a footpath outside property on Gainsborough Road was reported. CC Dobson agreed to raise this at a forthcoming meeting with NCC Officers.
