Minutes of a meeting of the Winthorpe-with-Langford Parish Council.

  Held in the Village Hall on Thursday, 20 January 2011 at 7.30 pm.

81/10   Minutes of meeting of 8 December 2010

These were accepted as a true record following a minor correction and signed by the Chairman

82/10 Matters arising from the minutes:

Minute Ref. 73/10 a Proposed Burial Ground. – The Chairman reported that the position had not altered since the last meeting, and the Parish Council is still waiting to hear from the Legal Department at Newark & Sherwood District Council.  It was advised that two signatories would be required to sign any legal documentation on behalf of the Council relating to the Burial Ground. It was proposed by Mr G Thompson, seconded by Mr B Wright to appoint Mr S N Jackson and Mr D Aldridge as the two Parish Councillors to act on behalf of the Winthorpe with Langford Parish Council when the time is required to sign any necessary legal documents.

Allotments - Meeting to be arranged with members of sub-committee: Mr R Allen, Mr D Aldridge and Mr Jackson with representatives of the Allotment Association to discuss allotment regulations.- Ongoing

Minute Ref. 73/10b – Adoption of Phone Box – Langford – ongoing

Minute Ref. 73/10c – Tree Preservation Order of trees – Gainsborough Road, Winthorpe –  List to be finalised - ongoing.

 Minyte Ref. 73/10d -  Diamond Jubilee/Village Festival. Clerk had written to School. It  was noted hte Head Teacher had just returned from Paternity leave, and will be contacting Parish Council shortly with a response to  the request made to the School if they would like to become involved with the organising of the Diamond Jubilee.

Minute Ref. Wickstead Annual Play Area Inspection – Report forwarded to Mr Pope of Recreation Committee for his comment.

 83/10  Wickstead Annual Inspection Report:

Due to work commitments, apologies had been received from Mr Pope for not being able to attend the meeting.  This will be placed on the agenda of the next meeting of the Council

 85/10 Planning Applications:

10/01741/FUL by Newark Air Museum for proposed formation of hard surfaced area for staff parking, The Airfield Lincoln Road Winthorpe.

-          No Objection

86/10   Correspondence:

The Chairman reported that he had been contacted prior to the meeting by Mr Francis Towndrow of  ‘To save the services at Newark Hospital’ Campaign asking for the support of the Parish Council in their request for an Independent Review of the planned configuration of the services at Newark Hospital.

Following a debate on the issues involved , members were in unanimous agree to support the Campaign and agreed to write to the named Ministers and MP Mr Patrick Mercer requesting that an Independent Reviews is carried out.

 N&SDC – Register of Members Interest update. Letter asked if any member had any amendments to make to their Register of Interest forms.  These would include such things as change of employment/business or acquisition of any additional land of property with the Town/Parish Council’s area.  Members confirmed that there were no amendments to be made to all members current Register of Interest forms.

 87/10 Any other business:

The Chairman informed the meeting that he had been contacted by an Officer at Nottinghamshire County Council regarding the replacement of the Notice Board in the village, at no cost to the Council, under the Local Improvement Scheme.  There was money available, and as the Notice Board placed near to the Post Office was rather small, he agreed for this to go ahead.  The Officer further informed that Chairman tht money was also avaialbel for a Notice Board to be placed at Langford.  It was resolved that the best siting for this was near to the Bus Shelter in the village.

Re. P/App. No. 10/01586/OUT – Outline Planning application with means of access (in part) for development comprising up to 3,150 dwellings (Class C3); two local centres including retail and commercial premises (Classes A1 to A5), a 60 bed care home (Class C2), 2 primary schools, day nurseries/creches, multi use community buildings including a library facility and a medical centre (Class D1); a mixed use commercial estate of up to 50 hectares comprising employment uses (Classes B1, B2 and B8) and a creche (Class D1); provision of associated vehicular and cycle parking; creation of ecological habitat areas; creation of general amenity areas, open space and sports pitches; creation of landscaped areas; new accesses for vehicular, pedestrians and cyclists (including the Southern Link Road); sustainable drainage measures, including storage ponds for surface water attenuation; associated engineering operations (including flood compensation measures); provision of utilities infrastructure; and all enabling and ancillary works.  On land south of Newark.

 It was unanimously agreed to support the comments and objections put forward by Coddington Parish Council on the above application.

 The meeting closed at 8.55 pm.
