Minutes of a meeting of the Winthorpe-with-Langford Parish Council.

                  Held in the Village Hall on Thursday, 17 February 2011 at 7.30 pm.

88/10 Apologies for absence received from the following member with explanation and accepted:

89/10 Declarations of interest:

Mr B McClymont declared an interest in respect of agenda item number 8 – Winthorpe Village Hall – support for community project funding; in his capacity as Chairman of the Village Hall Trust.

It was agreed that Mr R McClymont remain for this item but abstain from any vote.

These were accepted as a true record following a minor correction and signed by the Chairman

 

91/10 Matters arising from the minutes:

Minute Ref. 82/10 a Proposed Burial Ground. – ongoing

Allotments -  Ongoing.

Minute Ref. 82/10b – Adoption of Phone Box – Langford – ongoing

Minute Ref. 82/10c – Tree Preservation Order of trees – Gainsborough Road, Winthorpe –  List to be finalised - ongoing.

 

Minute Ref. 82/10d -  Diamond Jubilee/Village Festival. Clerk to chase up.

 Minute Ref. 82/10e – Church Stone Tablet and Pinnacle – It was clarified that the responsibility for this matter rests with the Parochial Church Council, who must take this up with the Diocese. Ongoing

Minute Ref. 82/10d Wickstead Annual Play Area Inspection –  Clerk reported that Mr Pope had stated that within in the Report that there is nothing of consequence that needs to be attended to straight away. 

Minute Ref. 87/10 Any Other Business.  New Notice Board.  Clerk reported that the Application Form under the Local Improvement Scheme had been sent to Nottingham County Council.

 

92/10 Trent Vale Partnerships (TVP)  – Grants for community project funding.

Mr C Baker informed the meeting that he was meeting with Officer from TVP to discuss plans and initial costings for the Allotment.  Various others avenues of funding were also being explored by the WAS.

Mr Baker thanked County Councillor Mr V Dobson for  a recent donation received by the WAS towards the start up costs of the Society and allotments.

E-mail received from Mr C Baker was read out.  The WAS was asking for a letter of support from the Parish Council to endorse any funding applications which they will be making towards the start up costs of the Allotment Society.

Members unanimously agreed to this request.

Re.  Supplying of Water to site and marking of plots.

The Chairman explained the procedures required by Severn Trent Water, with an initial application for a new connection being made, with a fee,.  Once this had been processed, a visit will be arranged by STW to view the site and proposed connection.  In all, it was estimated this will take 6-8 weeks from the initial application.

It had been noted that the present Tenant on the site would be taking the Gate when her agreement came to an end.  Therefore a new gate would be required. 

 

As Mr C Baker had already contacted TVP with regard to funding for the start up costs for the allotment, it was resolved that no further action would be taken with regard to the grants for community project funding.

 

 

93/10  Winthorpe Village Hall – support for refurbishment

(Mr R McClymont had declared an interest)

  Mr McClyment explained to the meeting that the majority of the refurbishment costs for the Village Hall had been covered from the grant received by WREN.  So as not to deplete all their funds, the Village Hall Trust was requesting a small donation from the regular users of the hall such as the Parish Council.

 

It was proposed by Mr R Allen, seconded by Mr D Aldridge that £200.00 is donated from the Winthorpe Parish Property Trust Fund. A majority vote was taken in favour of this proposal.

CC V Dobson advised the Village Hall Trust to write and ask if there was any money available for a donation from his NCC Community Initiative Fund

 

 

94/10 Invoices for approval:

95/10 Planning Applications:

11/00105/FUL by Mr L Commack for proposed rear ground floor extension at 31 Gainsborough Road, Winthorpe.

-        No Objection

 

96/10   Correspondence:

N&SDC – Notification received of estimate of Parish Council Election Costs

For Langford Ward    Contested Election £111.44, Uncontested Election £4.86 Recharge Fee (applies to contested and uncontested lection for all wards) £111.40

For Winthorpe Ward Contested Election £698.19 Uncontested Election £47.25

 

Letter received from Collingham Parish Councillor Mrs R Scott regarding neighbouring parishes, asking if they could  work together, and how through combining knowledge, information the Parish would have a ‘stronger’ voice on many issues.

Following discussion, it was agreed that this would not be a good move for Winthorpe because it could be seen as a step closer to the amalgamation of  parishes into larger Councils.   At the present moment the Councils had the same Clerk working for them and information was generally passed between all of the Councils on a regular basis through this factor.

It was resolved to write to Collingham Parish Council Mrs R Scott declining her offer to hold an inaugural meeting for the local North East Trent Parish Councils for the reasons stated.

 

Winthorpe Community Centre Charity(WCCC) – Notification of AGM to take place on 18 April 2011 and asking for confirmation before the AGM  that the two Trustees, at present Mr A Stewart and Mr G Thompson will be standing again as representatives on the Winthorpe Community Centre Charity.  It was resolved to write to Mr A Stewart and Mr G Thompson asking if they were willing to be reappointed as representatives of the Council on the WCCC

 

Nottinghamshire County Council – Notification of night closure of A17/ Lincoln Road from 13.-20.3.11 from 18.00 hours until 06.00 hours for necessary repairs.  It was resolved to write to NCC bringing to their attention the serious deterioration on Drove Lane that the extra HGV traffic this closure will cause and asking for confirmation that this will be made good by the Highways Dept. 

Whilst writing to also ask if the ‘white-lining’ and A46/A17/Curry’s roundabout could be redone.  Noted by members that  this is causing a lot of confusion whilst approaching the island.

 

 

97/10 Any other business:

CC Mr V Dobson reminded the Parish Council to write by 18.3.11 asking if any money could be available for the replacement of the Gate from his NCC Community Initiative Fund.  Members passed a vote of thanks to CC Mr V Dobson for his offer to help with regard to the costs involved.
