Minutes of Winthorpe-with-Langford Parish Council Meeting.
Held in the Village Hall on Thursday, 15 February 2007
Present:

3. Minutes of meeting held on 18 January 2007
The Minutes were passed as a true record.
4. Matters arising from the Minutes:
Re. Materials to be used for priest stone and proposed plinth. Action: Still waiting for drawing.
Field Gate, entrance to field, located on left hand side as you enter village. C/F
Public Liability Insurance Cover. Action: C/F.
Refurbishment of Village Sign - Update. Action: Ongoing.
Village Notice Board - Action: Clerk to contact Mr North
Re. Grass cutting of village: Clerk reported that an Officer from NCC had agreed to meet with members of the Parish Council and clarify which areas were under the jurisdiction of the NCC for grass cutting. Contact details of Mr Aldridge and Mr Wilson to be passed to Officer from NCC for a meeting to be arranged.
N&SDC - Play Strategy Consultation.
Member of Recreation Committee, Mr Pope gave a very comprehensive presentation to the meeting on the Play Strategy document. The comments are to be forwarded to N&SDC by Clerk.
The Chairman thanked Mr Pope for undertaking this evaluation on behalf of the Parish Council.
Re. Wickstead Inspection Report (passed to Mr Pope previously for comment)
Mr Pope reported the repairs referred to in the Inspection Report. Some of the minor ones Mr Pope agreed to carry out. It was agreed to contact Mr North with regard to the fencing repairs.
It was noted that Wickstead had included in the Inspection Report, the Play Area belonging to the Winthorpe Community Centre. It was resolved to send a copy of the report to Mr Foden, Secretary to the Winthorpe Community Centre.
5. Planning Applications:
P/App. No. 06/01914/FUL by Mr & Mrs Brooks for the erection of a PVCu conservatory to the rear at Little Orchard, Hargon Lane, Winthorpe. - No Objection.
Note: Pre Planning Application details received regarding Winthorpe Cricket Club for a new pavilion had already been supported in principle by the Parish Council at a previous meeting.
6. Invoices for Approval:
N&SDC - Planning Application Fee on behalf of Winthorpe Cricket Club £ 265.00
7. Conservation Area Appraisal - Winthorpe
(A copy of the Conservation Area Appraisal document circulated to members prior to the meeting)
A list of items to be added or queried reported by members on the Appraisal will be forwarded to Miss A Schofield, Conservation Officer at N&SDC, with a copy to DC Mrs M Dobson.
8. Website for Winthorpe-with-Langford Parish
The Chairman reported to the meeting information he had received from Mr A Love, IT Officer at N&SDC.
Members reported that they had overall received positive views/feedback about the provisions for a Website.
Parishioners in attendance at the meeting also confirmed the positive benefits a website would provide for the village.
After discussion, it was proposed by Mr Jackson, seconded by Mr Stewart to have a trial period of the website for 2 years and accept Mr R Smith's offer of a payment of £375 to set up and manage the website, and a monthly charge for maintaining the website.
Vote: For 5, Against 2.

A list of proposed dates of meetings of the Parish Council for 2007 was circulated to all members and approved.

N&SDC - Clean Neighbourhood and Environment Act 2005 - Dog Control Orders - Noted
NCC Adoption of the Nottinghamshire Statement of Community Involvement by NCC on 18/01/07. - Noted
NCC - Notification of Building Better Communities (BBC) Annual Event on Tuesday, 12 June 2007. - Noted
DEFRA - Loss of Post Offices in rural communities or villages. Document circulated to members prior to meeting.
It was resolved to write to Patrick Mercer MP regarding support for the Post Office in Winthorpe.
Various items of correspondence were either read to the meeting or circulated.
- 11. Any Other Business
DC Mrs M Dobson reported that the Parish Council should be receiving a letter from Newark Town Council on proposed development - Stapleford Woods.
Details of an accident that took place on Gainsborough Road were reported to the meeting. DC Mrs M Dobson reported that all information received on traffic/accidents on A1133 was being fed straight into County Hall in Nottingham to help towards the possibility of downgrading the A1133 to a B road and Weight Restriction through Collingham.
Proposed amendment to Brewers Trust -. Charity Scheme.
It was reported by a member of the intention of the Trustees of the Brewers Trust to amend the articles of the Charity in respect of the number and appointment of the Trustee's by co-option. As it is a village trust, members felt that the matter should have come before the Parish Council. After discussion, it was resolved to write to the Charity Commission expressing the concerns of the Parish Council on the matter.
