Meeting Minutes December 2011

 

Minutes of a meeting of the Winthorpe-with-Langford Parish Council.

Held in the Village Hall on Wednesday, 7 December 2011 at 7.30 pm.

66/11 Apologies for absence, with explanations was received from the following members:

67/11 Declarations of interest: No Declaration of Interest given.

 

68/11 Minutes of meeting held on 17 November 2011.

Having previously been circulated, these were accepted with a few minor corrections, as a true record, and signed by the Chairman.

 

69/11 Matters arising from the Minutes

Minute Ref. 59/11 a  Allotment Field – still waiting for an answer to the problem of the connection of water to be resolved.

Minute Ref. 59/11 b  Adoption of phone box  Langford. – Ongoing

Minute Ref. 59/11c Risk Assessments – no further action required.

Minutes Ref. 59/11 d Localism Bill – DC Mrs M Dobson reported that the N&SDC were looking in detail at this Bill, as it was noted that the bill had just been given Royal assent.

It was resolved to wait until recommendations came through from the N&SDC, possibly in the New Year.

 

Minute Ref. 59/11 e Tree Preservation Order of Trees - Gainsborough Road, Winthorpe.

A letter had been received from Mr Wilkinson, Director of Growth at N&SDC outlining in principle how such a scheme would work.

Mr S N Jackson agreed to precise the letter and put this in a future issue of Focal Point.  Members in due course would receive the appropriate forms for when an application is made for tree works to the N&SDC.

Mrs S N Jackson agreed to reply to Mr Wilkinson’s letter in the New Year.

 

Diamond Jubilee/Village Festival

Date for Public Meeting confirmed as Wednesday, 22 February 2012 at the Community Centre. A Notice will be placed in Focal Point and on all Notice Boards.

 

The principle of having a fire Beacon in the village had been accepted by members.  It was agreed to ask the Winthorpe Youth Club if they would like to help with the organisation of the event. Mr R Allen reported that it would be alright to use the field where the Bonfire took place in November, if it was clear.

 

Suggested use of Playing Field - The field between the Winthorpe Community Centre and the Cricket Club which was now also in the ownership of the Parish Council. (September meeting)

 

It was suggested that this could be called the ‘Jubilee Field or Meadow’, with set trees, and an Oak Tree planted at the far end of the field and set with meadow grass.  This was agreed.

 

Mr Allen felt that part of the field could be used for the benefit of the youth of the village, and suggested a part of the field (quarter sized) be used for Youth League football.  These suggestions are to be investigated further.

 

70/11 Reports:

a)     Allotment – correspondence re. Water supply.

Mr S N Jackson read out to members the various correspondences sent from the Parish Council and MP Mr P Mercer and the response received from STW Director, Mr M Kane to Mr Mercer were read out to members.

 

As the reply was not satisfactory Mr S N Jackson agreed to reply on behalf of the Council.

 

DC Mrs M Dobson suggested that it would be helpful to arrange a meeting with MP Mr P Mercer, she and Mr S N Jackson attending, as soon as possible.

 

b)     Siting of Flagpole:

 

From the sites previously suggested and following advice on these when put to the NCC, the two following sites were accepted.

  1. Outside the Church
  2. Just outside the village - land on left hand side corner as you leave the village.

Members agreed that option 2 would be more acceptable

 

Quotation received from Harrison External Display Systems

1 x 9m glass fibre flagpole complete with hinged base plate, gold onion finial and internal halyard system including a grade door. With installation included £800.00 + plus vat + £960.00

It was unanimously agreed to accept the quote.  Clerk to contact Contractor to confirm acceptance and place an order for the Flagpole, with a delivery date and installation to be decided, but before the 5 February 2012.

 

71/11.   Invoice for Approval:

Income:

Allotment Rent received from Winthorpe Allotment Holders                                                                     £390.00

For the period of 1.10.11 to 30.9.12 payable to Winthorpe Parish Property Trust.

Expenditure:

D Lyne – grass cutting in village, two invoices.                                                                                       £288.00

a)     Precept requirement for Winthorpe with Langford Parish Council for 2012/13.

(Copy of proposed budget figures circulated prior to the meeting)

After discussion, it was unanimously agreed that the Precept amount for the next financial year for the Parish be £8129.00

Cheaper insurance was available through the N&SDC, but the Parish Council being responsible for a recreation area, did not qualify under their scheme.  It was resolved to write to British Insurance Association between now and renewal of the Councils insurance, to clarify if the Play area could be insured separately.  It was agreed that this should be pursued further.

72/11  Planning Applications

Planning Application No. 11/01624/LDC Mr James Sumsion for Lawful implementation of planning permission reference FUL/980045 by virtue of material operations undertaken in February/March 2003 including engineering operations (levelling and excavation) and making route of driveway at Langford Hall

 

Members agreed to look at the site before making a final decision on this application.

 

73/11 Correspondence: None received.

74/11 Any Other Business

DC Mrs M Dobson informed the meeting that she was becoming more involved with the Visions for Newark Hospital Campaign. To gain further support, she agreed to bring forms to the next meeting for members to complete to become members of the group.

Locations of dead trees in the village reported. Responsible landowners to be informed.

The meeting closed at 9.20 pm.
