Minutes of Winthorpe-with-Langford Parish Council Meeting.

Held in the Village Hall on Thursday, 9 December 2009

Present:

72/09 Declarations of Interest: No Declarations of Interest were given.

 

73/09 Minutes of the meeting held on 19 November 2009

These were accepted as a true record and signed by the Chairman.

 

74/09 Matters arising from the Minutes:

Minute Ref. 56/09 a - Proposed Burial Ground. – Allotments. On exempt agenda

Provision of Allotment – on going

Minute Ref. 56/09 b  Resurfacing of Chapel Lane, Winthorpe.  – Ongoing

Re. BT Phone box- Langford.

Mr Wright not in attendance at meeting.  Mr Jackson agreed to contact Mr Wright for further clarification on the issued raised at the last meeting.  (Clerk to also contact BT about issues raised regarding the removal of the electricity supply)

Re. Query raised regarding application no. 09/01499/FUL Mrs Carol Jacques for erection of field shelter on concrete base at The Old Gamekeepers Cottage, 1 Holme Lane, Langford being too near to Monument site.  This proved to be correct.  Officers from DC, altered and adapted siting of shed.

Re. N&SDC – Consultation on Core Strategy Options – Parish Councils response.

The Chairman on behalf of the Parish Council and DC Mrs M Dobson, thanked Mr Aldridge and Mr Thompson for completing the response to the N&SDC on behalf of the Parish Council

 

75/09 9 Exempt items:

It was resolved:

That under section 100(a) 94) of the Local Government Act 1972, the public be excluded from the meeting, at this point as designated in paragraphs 8,9 and 12 of Part 1 Schedule 12A of the Act, by reason of the confidential nature of the business to be transacted.

It was proposed by Mr McClymont, seconded by Mr Allen to approve the above resolution.  Vote Unanimous

 

76/09 Invoices for approval

Wicksteed Leisure for Inspections of Play area/Skate Board Park in village.                                                         £103.50

(Noted cheque received from Winthorpe Com. Centre towards their cost of Insp.)

a)            Final Account – Winthorpe Bonfire Night Account for 2009

A copy of final account of Bonfire Night Account circulated prior to meeting.

Taking into account recommendations of Internal Auditor, Mr Richardson, the final figure payable to the Winthorpe Youth Club is £2197.21.

b)            Precept requirement for Winthorpe with Langford Parish for 2010/11

Copy of proposed budget circulated to members prior to meeting.

After studying the circulated figures, members agreed that the Precept amount for 2010/11 is £6500.00.  This will allow the Parish Council to build up a Contingency fund towards Electoral costs.

Queries raised under discussion of Precept:

Skateboard Park – questioned whether this is used enough.  Cheaper Insurance is available from the N&SDC, but the Parish Council cannot  qualify for the Scheme because of the ownership of the Skate Board Park/Play area.  Agreed to contact N&SDC for further clarification on this issue.

 

77/09 Planning Applications

09/01623/FUL by Mrs F J  Crawford, Householder application for erection of first floor extension at The Lodge, The Green, 49 Gainsborough Road, Winthorpe.

-          No Objection.

78/09   Correspondence

Wicksteed Leisure Annual Inspection Report received and this to be placed on the agenda for next meeting.  (copy has already been given to Mr Pope, Recreation Committee for him to comment on)

 

79/09   Any Other Business

Mr McClymont reported that he had noted that the hedge had been trimmed on one of the Brewers Trust field, it was clarified that part of the hedging had been replaced following a car recently going through the hedge.
