Meeting Minutes April 2011

 Minutes of a meeting of the Winthorpe-with-Langford Parish Council.

Held in the Village Hall on Thursday, 21 April 2011 at 7.30 pm.

2/11 Declarations of interest: No Declaration of Interest given.

 

2/11   Minutes of meeting of 17 March 2011

These were accepted as a true record following a minor correction and signed by the Chairman

 

3/11 Matters arising from the minutes:

Minute Ref. 100/10 a Proposed Burial Ground. – Legal formalities nearing completion.  It was proposed by Mr B Wright, seconded by Ms S Masheder that Mr SN Jackson and Mr D Aldridge will sign any legal documentation on behalf of the Parish Council  Vote taken unanimously in favour of the proposal.

Allotments - The Chairman reported that the Allotments field had now been ploughed and harrowed in preparation for occupation by the Winthorpe Allotment Society.  The Chairman thanked fellow members, Mr B Wright and Mr R Allen for carrying out this work. The replacement gate and water trough had been ordered and recently received.  The Car Park:  it was hoped this will be layered with a cover of planings in the next two weeks, which were free of charge from the Showground.

Water connection – As nothing had been hear d from Severn Trent Water it was resolved to chase this up.

Finalisation of regulations/Lease.  This was in the process of being agreed.  A short discussion took place on the amount of rental that should be charged for an allotment.  This will be discussed further with the WAS.  Clerk to write to Mr C Baaker, Chairman of the WAS, confirming that Mr Aldridge and Mr R Allen are the representatives from the Parish Council on the WAS.

Minute Ref. 100/10b – Adoption of Phone Box – Langford – ongoing

Minute Ref. 100/10c – Tree Preservation Order of trees – Gainsborough Road, Winthorpe – List to be finalised - ongoing.

 

Minute Ref.10010d - Diamond Jubilee/Village Festival. Ms S Masheder informed that meeting that this will be discussed further after e the Festival had taken place.

Minute Ref.100/10e – Church Stone Tablet and Pinnacle – Ongoing.

Minute Ref.105/10  Any Other Business. Re.Build up of builders’ rubble and rubbish on the entrance of a field as you entered Langford.  DC Mrs M Dobson reported that the Enforcement Officer from N&SDC had visited the site and that this was now being monitored by the DC.

Minutes Ref. 104/10  Re. P/App. No. 11/00297/LDC Mr James Sumsion for Application for certificate of lawful development for driveway Langford Hall Langford DC Mrs M Dobson reported that this application would not be decided on delegated powers.  If it was to go before the Planning Committee, she agreed to speak on behalf of the Parish Council.

 

 

4/11 Parish Council Election May 5 2011

All nominated candidates for the Parish Council had received confirmation from N&SDC that they had been elected to the position of Parish Councillor  due to an uncontested .election.  New member Mr Lee Commack will be contacted in due course about  the next meeting of the Council, where all members will sign the
Declaration of Acceptance of  Office.  As there was still one vacancy to fill, it was noted that the Parish Council will have to go through the legal process of advertising to fill the vacancy.

6/11 Invoices for Approval

7/11 Planning Applications:

P/App. No. 11/00397/FUL Mr J Powell for erection of a single storey rear extension, and a single storey side extension at 50 Gainsborough Road, Winthorpe.

 

-          No objection, The Parish Council asks that the materials used are sympathetic to the existing building.

NCC – Notification regarding an amendment to conditions at Langford Quarry. Low fields No objection.

 

 

 

 

 

 

8/11   Correspondence:

N&SDC – Armed Forces Day – Fly a Flag Copy letter received from General Sir David Richards regarding the proposal of flying a flag in resptect of Armed Forces Day on 25 June 2011.

Members fully backed  this proposal, and  supported the idea of placing a flag pole in the village, but the costs of  providing a flag pole had to be looked in to further.

Notification of the Audit of Parish Council accounts was received from Clement Keys for the account period 1.3.10.-31.3.11. Noted

N&SDC – copy of the Newark and Sherwood Core Strategy received on DVD, which had recently been adopted by the District Council.

 

9/11 Any other business:

Mr Aldridge reported that whilst his wife had been walking the footpath which ran from the Lord Nelson Public House to the Mint Leaf restaurant, she had noted a rather large amount of beer cans had been left in the area.

It was resolved that this should be bought up at the next Safer Neighbourhood Group meeting held on 26.4.11.
