Minutes of Winthorpe-with-Langford Parish Council Meeting,

held in the Village Hall on Thursday. 16 April 2009

Present:

01/09 Apologies for absence were received from the following members, with explanation and accepted:

Mr B Wright, Ms S Masheder, Mr B McClymont

 

02/09 Declaration of Interest:  Mr Jackson declared an interest in respect of Planning Application No. 09/00461/FUL

 

03/09 To Receive and accept:

a    Minutes of meeting held on 19 March 2009

Subject to a minor correction, these were accepted as a true record and signed by the Chairman

 

04/09   Matters arising from the Minutes

Minute No. 120/09 a Refurbishment of Village Sign:  Village Sign painted and to be delivered to Mr Jackson shortly.

 Minute No. 120/09 b Re. Burial Ground – Mr Jackson reported that he had met with Mr Wilkinson, Officer from DC to discuss specific detail required for a ‘change of use’ application for the Burial Ground.  Some of the detail required for the application is to where the graves would be placed within the site, as this was hard to visualise, it was resolved to hold a site visit on 20.04.09, at 6.30 pm at Hargon Lane, with all members.  Clerk is to inform members who are not in attendance, of this meeting. Whilst surveying the Burial Ground, it was agreed to look at other areas of land in the village which could be used for an allotment site.

 

Minute No. 120/09 c Re-surfacing of Chapel Lane, Winthorpe: - CC Mr V Dobson reported he was waiting for a response from Officer from NCC regarding repairs on Chapel Lane.

 

Minute No. 113/09 Proposed Langford Conservation Area

Following a brief discussion it was resolved that Mr D Bullen, Conservation Officer at N&SDC is to be invited to attend the next meeting to discuss the proposed Langford Conservation Area with members of the Parish Council.

 

Minute No. 115/09  Winthorpe P.P.T. – Winthorpe Village Trust

Two Names put forward for consideration to become a trustee on the Winthorpe Village Trust:

Mr Duncan  Richardson and Mr David Woodcock.

Members unanimously agreed to renew Dog Bin Emptying Contract with N&SDC for 2009/10

 

09/09  Planning Applications:

P/App. No. 09/00477/FUL by DSG Retail Ltd to relocate the existing office entrance and be replaced with a window and cladding to match existing elevation, use existing reception area as a training room at Distribution Centre, Long Hollow Way, Winthorpe. – No Objection.

P/App. No. 09/00461/FUL by  Mr P Dale for proposed alterations and extensions including two storey extension to form kitchen/dining room and master bedroom, single storey lounge extension, single storey garage/utility extension and decking area to rear at Woodleigh, 90 Gainsborough Road, Winthorpe. – No Objection Vote: For 3, Abst. 2

10/09 Correspondence:

Letter received from parishioner,Mr P Finn asking if a Dog Bin can be sited near to the Railway Crossing, Winthorpe.  Mr Finn had previously written to the Parish Council about his concerns regarding litter in the area and consequently a Litter Bin was put in place, but had now noted that this was now being by dog walkers to deposit Dog dirt.

Following discussion, it was resolved to enquire about the costs of a Dog Bin. 

Notification received from Clement Keys regarding the Audit of the Parish Council accounts for 2008/9.  – noted.

Invitation from N&SDC to attend a meeting on 30.04.09 to members to discuss Drat Site Assessment results of SHLAA

Mr Aldridge and Mr Casterton to attend on behalf of the PC.

Notification from N&SDC of EU and NCC Elections on 4 June 2009 with publicity information attached – noted.

Notification from N&SDC of Tree works in Conservation Area (Ref. 09/00225/TPO) at Woodleigh, 90 Gainsborough Road, Winthorpe.- noted

N&SDC – Fair Play Playbuilder Capital Grants information received – noted.

Parish and District Safety Liaison Group – meeting to be held on 27.04.09 – Mr Aldridge to attend.

NCC – notification of temporary closure of Branston Close Winthorpe – 20.04.09.  Information passed to CC Dobson.

Noted next Safety Neighbourhood Group meeting is to be held in Winthorpe Community Centre on 19.05.09.

Information received from Campaign for the Protection of Rural England regarding entry to the Best Kept Village Competition for 2009.  Information passed to Mr Casterton.  Final decision on whether Winthorpe village will enter this competition will be made at the next meeting.
