Minutes of Winthorpe-with-Langford Parish Council Meeting.
Held in the Village Hall on Thursday, 19 April 2007

2. Declaration of Interest
No Declarations of Interest given.
3. Minutes of meeting held on 15 March 2007
The Minutes were passed as a true record.
4. Matters arising from the Minutes:
a) Materials to be used for priest stone and proposed plinth. Action: Still waiting for drawing from artist.
b) Field Gate, entrance to field, located on left hand side as you enter village. C/F
c) Public Liability Insurance Cover. Action: Ongoing but slowly progressing to conclusion,
d) Refurbishment of Village Sign - Update. Action: Quotation for works received for £163.00 from Maxwell Neale. It was proposed by Mr Aldridge, seconded by Mrs Stone to approve the work and inform Mr Neale to go ahead with the work.
e) Village Notice Board - Action: Work completed
f) Grass cutting - Winthorpe - Action: Clerk to contact NCC again.
g) Wickstead Inspection Report. - Action: Some confusion of areas to be repaired, meeting to be arranged.
h) Traffic Noise A1 - No reply received from Highways Agency. Letter received from parishioner regarding concerns on the traffic noise.
i) Winthorpe Conservation Area Appraisal:
DC M Dobson reported that areas had been extended to include the bank of Pine Trees, and houses to Ringwood, although the two fields at the entrance to the village were not included, it was hoped these would be enforced with an Article 4.
Mr Casterton provided detailed information to Amy Schofield, Conservation Officer at DC, on the background history of Holme Lodge, Holme Lane, Winthorpe.
j) Re. Chapel Lane works- resolved to write again to County Council.
k) Re. Meeting with Newark & Nott's Agricultural showground, Winthorpe with Langford and Coddington Parish Councils and the District Council. Noted meeting arranged for Monday, 23 April 2007 at Kelham Hall.
- l) Re. Footpath on Gainsborough. CC V Dobson reported that this had not been done although other work had been carried out on Gainsborough Road.
- 5. Planning Applications:
P/App. Nos. 07/00414/FUL and 07/00415/LBC by Mr & Mrs McLaren for proposed new enclosed porch, two storey extension to the rear of the property at Little Farm Cottage, Gainsborough Road, Langford. - Unanimous Objection to applications. Clerk to forward a list of questions/comments on the Planning Application to District Council Planning Services.
6. Invoices for Approval:
J North and Sons - Notice Board Replacement Lock etc £29.37
N&SDC Dog Bin Emptying for year 1.3.06.-31.3.07 £269.78
D Lyne - grass cutting in village £73.44
7. Correspondence:
a) N&SDC Code of Practice on Litter and Refuse.
Mr Casterton reported to the meeting his findings on the document, and from the map provided, identified areas in the Parish within the ownership of the Parish Council and other responsible landowners.
Clerk to forward this information to A Greener at District Council.
b) Notification that the Mobile Rural Contact Van was to be replaced.
- c) Wickstead Leisure acknowledged the Inspection to be carried out in November, and that costs will be shared between Winthorpe Community Centre and Parish Council.
- d) NCC - Notification of Civic Service on 15.7.07 at Southwell. - Noted.
- e) Hacker Young - Notification of Audit of Parish Accounts. Meeting accepted all recommendations put forward by the Auditors.
- f) Letter received from Post Watch on Post Office Closures - passed to Mr Aldridge.
- g) Attendance record of members to meetings was circulated and noted.
- h) Letter received from Winthorpe Community Centre Committee asking if the two present members would continue as Trustees on the Committee. Two present members, Mr Casterton and Mr Stewart agreed to continue as the Trustees on the Community Centre Committee. Noted that the AGM was approaching, Clerk to forward to Mr P Foden, Secretary of the Community Centre Committee, this decision.
8. Provision of new Burial Ground:
The Chairman reported that due to the Churchyard being nearly full, the possibility of reburying old 18th Century graves along the edges of the churchyard was being investigated. A suggestion was put forward that the fields at the entrance to the village could be a future location for a Burial Ground.
It was resolved to wait until the Conservation Area Appraisal had been completed before taking the matter further.
9. Update - Winthorpe Conservation Area:
Dealt with previously, but DC M Dobson reiterated that the two fields at the entrance of the village could not be included in the Conservation Area, and explained that an Article 4 would have to be justified.
10. Any Other Business:
a) DC M Dobson informed the meeting that the District Council has now been tasked to set up Safer Neighbourhood Groups. Each of her represented parishes would be asked if they would like a meeting, which will be facilitated by DC M Dobson. The Parish Council will be asked to nominate two members to attend and bring forward any policing problems to a meeting, where they will be addressed. These meetings are the first tier; matters will get passed up the tiers if they cannot be resolved. It was decided to wait until after the Elections before taking any further action on the matter.
b) NCC Right of Way Imp. Plan - comments to NCC by 14 May 2007.
Mr Casterton reported that he had looked through the Plan and found that not enough information was contained in the literature, and the CD was very long and complicated.
After a brief discussion, Mr Aldridge agreed to respond on behalf of the Parish Council.
- c) Problem with Public Footpath sign on A46 reported - Clerk to inform NCC
- d) DC M Dobson reported that she had received a copy of a letter from BT stating that BT wanted to remove the cash facility from the payphones located in the villages on Gainsborough Road, and Langford. The telephone Box will still remain but will retain the ‘card' facility. Members did not object to this move, but would reiterate that they would not want to lose the telephone box.
- e) Mrs Stone asked if an annual Litter pick could be organised before an annual event on 19.5.07.
- f) The Chairman informed members that the next meeting will be held on Wednesday, 16 May 2007. This had been altered because of the Election. The Chairman thanked retiring members, Mr Stewart, Mrs Stone and Mr Wilson for their long service to the Parish.
